CALGreen • Title 24, Part 11 (Green Building Standards) • Residential code developed by the Department of Housing & Community Development (HCD) • Non-residential code Developed by the Building Standards Commission (BSC) • Applies to NEW construction only • All new homes <4 habitable floors • All new non-residential buildings (from the ground-up) • Schools, hospitals have similar but different requirements

Mandatory CALGreen • Provides a set of Mandatory Provisions that are required for all new construction: • Basic quality construction practices • Green practices not addressed in the building code before • Duplication of requirements found elsewhere in the code • Additive to other code requirements • CALGreen includes two voluntary “Tiers” that may be adopted via local amendment

CALGreen Mandatory: Non-residential Storm water soil loss prevention plan for all new projects less than one acre Bicycle parking requirements Designated parking for clean air vehicles Light pollution reduction (reference to Title 24,pt.6) Keep surface water from entering building via grading and paving Comply with Title 24 (part 6) energy efficiency baseline

CALGreen Mandatory: Non-residential Separate water meters for large buildings or large water using tenants/owners 20% reduction of indoor water use Develop outdoor water budget (=MLO/WELO) Separate water meters or submeters for landscapes between 1,000 and 5,000 sf Weather-based irrigation controllers Design for moisture control: point sprinklers away from buildings, install weather stripping

CALGreen Mandatory: Non-residential • Divert at least 50% of Construction & Demolition waste (or local requirement if more stringent) • Submit a Waste Management Plan • Divert 100% of excavated soil and land clearing debris • Recycling by occupants – required by law since 1991 • Tighter restrictions on fireplaces • Limits on interior finish material off-gassing • Paints, adhesives, carpet, carpet cushions, formaldehyde

CALGreen Mandatory: Non-residential • MERV 8 air filters on ventilation equipment • Protection of materials during construction • Dedicated outdoor areas for smoking • Acoustical requirements for specific locations • Restrictions on CFCs and Halons • Commissioning for new buildings >10,000 sf • Not equivalent to LEED • California Commissioning Collaborative working to help develop standards

  9. Residential CALGreen & GreenPoint Rated Residential CALGreen mandatory measures are similar to non-residential (but less of them) GreenPoint Rated has beenmodified to include all theCALGreen mandatory provisions GreenPoint Rated tracksthe state code and is always more stringent

CALGreen for Existing Buildings? • CALGreen mandatory measures are being proposed to cover existing buildings in 2012 • Non-residential: nearly identical to CALGreen new construction measures (caveat: “where applicable”) • Residential: not addressing existing buildings until next code cycle (2013 and beyond) • In draft form now, full proposal to be released in April with public comment period May-June • Proposed coverage threshold (will likely be amended): >1,000sf additions or >$200,000 alteration valuation

Non-Res CALGreen & LEED • CALGreen is similar but different to LEED • Only equates to 15-20 LEED points • CALGreen Mandatory: • Includes measures outside of the LEED rating system • Is sometimes less/more stringent than LEED • Uses different metrics than LEED • Requirements are sometimes vaguein comparison to LEED • Can result in costly duplication!

The CALGreen Companion Guide • Intent: • Recommendations for reducing the documentation burden on LEED-NC projects that must meet the CALGreen mandatory provisions • Audiences: • Design-side: Provide an alternative compliance pathway using LEED submittals to show CALGreen compliance • Code enforcement side: utilize the LEED review process and documentation submittals in order to verify CALGreen measures
