  2. Doc 9284 AN/905 International Standards and Recommended Practices Annex 18 to the Convention on International Civil Aviation Technical Instructions for the Safe Transport of Dangerous Goods by Air Annex 18 The Safe Transport of Dangerous Goods by Air Approved and published by decision of the Council of ICAO 2005-2006 Edition Third Edition July 2001 International Civil Aviation Organisation International Civil Aviation Organisation Law and Source Documents

  3. International Standards and Recommended Practices Annex 18 to the Convention on International Civil Aviation Annex 18 The Safe Transport of Dangerous Goods by Air Third Edition July 2001 International Civil Aviation Organisation THE REQUIREMENTS State responsibilities: • Inspections, surveillance and enforcement • Record and investigate incidents/ accidents • Compliance with Technical Instructions • (JAR-OPS reflects 1999-2000 Technical Instructions)

  4. Importance of worldwide harmonisation: JAA operators may find themselves in violation of local laws on arrival All JAA States would need to file differences against Annex 18 Operators will be penalised by not being able to take advantage of less restrictive requirements

  5. NPA 46 Amendments broadly under 5 headings: • Alignment with the Technical Instructions; • Review of Part 2 material; • Amendments proposed by DGSG; • Increased reference to Technical Instructions; • Amendment proposed by OST

  6. NPA 46 1. Alignment with the Technical Instructions; 2. Review of Part 2 material; • WP 59-03/ 60-03 • WP-18-04

  7. NPA 46 • Amendments proposed by DGSG; • New JAR-OPS 1.1145 “General” • New ACJ-OPS 1.1160(b)(5)(4) “Dangerous goods carried by passengers or crew” – (will assist with anticipated changes in 2007-2008 Technical Instructions)

  8. NPA 46 4. Increased reference to the Technical Instructions; An example: Dangerous goods training provisions completely revised to refer to the Technical Instructions

  9. How referring to the Technical Instructions solves a problem: 2005 – 2006 edition of the Technical Instructions requires training in “Recognition of undeclared dangerous goods” JAR-OPS does not require such training and the earliest it could would be mid to late 2006, nearly 2 years late and just before a new edition (2007-2008) of the Technical Instructions If JAR-OPS required training in accordance with the Technical Instructions, problem goes away

  10. NPA 46 5. Amendment proposed by OST Proposed new ACJ OPS 1.1215(b) reflecting the recommendation of the Technical Instructions to provide a summary when NOTOC is large

  11. Consultation Dangerous Goods European Liaison Group: CAA’s of: • Belgium • Denmark • Finland • France • Germany • Greece • Ireland • Italy • Netherlands • Spain • Switzerland • United Kingdom

  12. Consultation Dangerous Goods European Liaison Group: Operators: • Aer Lingus • Air France • Alitalia • British Airways • Finnair • Iberia • KLM • Lufthansa Cargo • SAS • Swiss

  13. Consultation • Association of European Airlines • Federal Aviation Administration • International Air Carriers Association • International Air Transport Association • International Express Couriers Conference • International Federation of Airline Pilot’s Associations

  14. In summary….. Adoption of NPA 46 will: • Ensure alignment with ICAO Technical Instructions; • Reduce the need to amend JAR-OPS when a new edition of the Technical Instructions is produced; • Avoid significant issues for both States and Operators.
