  3. OVERVIEW This presentation provides an account of overall performance of the Commission for the financial year 2015/2016. The Commission welcomes the clean audit opinion received. For the reporting period, 89% of the predetermined objectives has been achieved. There Commission did not achieve a few targets fully, they were partially achieved amounting 9%. Unachieved targets amounted to 2 %. Total targets not achieved for the financial year amounts to 11%

CONSTITUTIONAL MANDATE The Constitution of SA created an independent Commission for Gender Equality to deal specifically with promotion of gender equality and to advise and make recommendations relating to gender equality and status of women. Section 181 read with section 187 of the Constitution establishes the Commission for Gender Equality. In terms of section 187 CGE must promote respect for gender equality and the protection, development and attainment of gender equality

VISION and MISSION Vision A society free from all forms of gender oppression and inequality Mission Monitor, evaluate and make recommendations on policies of the public and private sector Information and educational programmes Evaluate and make recommendations and advise Parliament on legislation affecting the status of women Investigate, resolve and rectify gender issues Collaborate with government and civil society Monitor and report on international conventions

FUNCTIONS PRESCRIBED BY NATIONAL LEGISLATION Commission for Gender Equality Act 39 of 1996 Monitor Investigate Research Educate Lobby Advise Parliament and report on issues concerning gender equality Monitor compliance with Regional & International Conventions Promotion of Equality and Prevention of Unfair Discrimination Act 4 of 2000 (PEPUDA) Assist complainants in instituting proceedings in the Equality Court Conduct investigations and make recommendations regarding persistent contraventions of PEPUDA

  28. Performance Objective – SO3: Annual targets Two assessments reports on SADC Protocol on Gender and Development and the African Protocol AGDI report

  29. Highlight of significant issues SL &3 others v Minister of Home Affairs & 2 Others, matter dealt with possible Human Trafficking of Thai women in South Africa. Increased reach of CGE in terms of legal outreach clinics conducted Breakthrough, in that CGE was able to hold engagement with Islamic women on forced marriages and divorce procedures in KZN and issues raised form part of the current case that CGE is dealing with on Muslim marriage Widowhood – engagement with National Treasury on taxes in estates where widows are beneficiaries as well as zero VAT rate on essentials e.g. Sanitary towels. Branding drive where we collaborated with private sector with murals painted with public messages on gender equality and CGE’s mandate

  30. Reach of CGE in terms of legal clinics

  31. CGE created and produced a 3 part documentary on GBV. Contains information to educate victims of gender abuse on victim empowerment programmes to assist them. It was flighted on various community television stations. Produced a country report on African Gender Development Index. CSW60: CGE took part in high level discussion with Ministry of Women in the Presidency. CGE partnered with CSO’s to host a side event on localising, implementing and monitoring the SDG’s.

  32. Conclusion The Commission has carried out and achieved the objectives as set out in the APP. Overall there are recognisable efforts to reach the goal of gender equality, however steady advances towards gender transformation is still strewn with intractable and insurmountable drawbacks, with high levels of GBV, brutality towards women and members of LGBTI community. We still further wish to see 50/50 representation being realised in all political parties as we embark on a journey towards local government elections in 2016.
