Team for Counterfeit Medicines

In 2007, Poland established the national "Team for Counterfeit Medicines" to combat the growing issue of counterfeit pharmaceuticals. This team consists of representatives from various governmental bodies, including the Ministry of Health and the Main Pharmaceutical Inspectorate. Their primary goals include assessing counterfeiting trends, advising on preventive measures, and improving legislation to enhance the effectiveness of combating counterfeit drugs. Combating counterfeit medicines in Poland - beginning • In April of 2007, Main Pharmaceutical Inspector created special position for combating counterfeit and illegal medicines • In May, creation process of national platform for combating counterfeit medicines has been launched • On the 9th of November 2007, Ministry of Health signed official decree regarding creation of „Team for Counterfeit medicines” as an official law act.

Team for Counterfeit Medicines • Members of the Team represents: • Main Pharmaceutical Inspectorate • Ministry of Health • Registration Office • Main Sanitary Inspectorate • National Persecutory • Police Headquarters • Customs Headquarters (Ministry of Finance) • National Health Institute (OMCL)

  4. Team for Counterfeit Medicines • Year 2009, representative of Main Veterinary Inspectorate joined National Team for Counterfeit Medicines • In near future, close cooperation with Office of Competition and Consumer Protection is planned.

  5. Aims of Team activity • Main aims of Team for Counterfeit Medicines are: • To assess the range of problem regarding counterfeits and counterfeiting • To advise Ministry of Health how to decrease range of counterfeiting and counterfeit medicines. • To advise Ministry of Health how to prevent and protect market against counterfeit medicines. • To create effective system of exchanging information regarding counterfeits disclosed on market, and other related information • To propose legislative changes in the field of national legislation in order to increase effectiveness of combating counterfeits.

Team activities • Team conducted 5 permanent meetings and 2 working sessions • Main achievements of Team are: a) Giving a propose to change Pharmaceutical Law by: - introducing definition of counterfeit medicines - introducing penalties straight, for manufacturing and distribution of counterfeits medicines - by introducing penalties for illegal distribution of medicines b) Carried out of 2 big enforcements operations against selling medicines in „sexshops” c) Starting of tentative social campaign using poster „counterfeits drugs kills”, based on WHO poster „Snake”

FuturePlans • to take action against illegal medicines selling via Internet • to provide social campaign in cooperation with industry, in order to increase public awareness regarding risk connected with buying and using medicines from illegal source • to provide trainings for Law Enforcements and Customs • to upgrade platform of changing information among Teammembers
