  1. ENERGY CONSERVATION BUILDING CODE – 2006 PRESENTATION BY VP GUPTA PRINCIPAL CHIEF ENGINEER (ELECTRICAL), BSNL CHENNAI

  2. PURPOSE • To provide minimum requirements for the energy efficient design and construction of buildings.

  3. SCOPE • Mandatory for commercial buildings having connected load of >=500KW or contract demand of >=600 KVA. Also applicable for air-condition area of >=1000 sq.mt. Including existing bldgs

  4. BUILDING ENVELOPE • Fenestration U-factors • Solar heat gain coefficients • Air leakages • Opaque construction, building envelope ceiling, skylights within the parameters defined.

  5. HEATING, VENTILATION & AIR-CONDITIONING • Air conditioning equipment minimum Coefficient of Performance(COP) for air cooled A.C. equipment more than 5.4 ton and up to 20 ton is 3.08. • More than 20 ton COP is 2.93. • COP = KW refrigerant effect / KW input to compressor.

  6. HEATING, VENTILATION & AIR CONDITIONING - Controls • A.C. system controlled by a time-clock for start & stop and temperature control with a temperature dead band of 3 C (5 F). • All pipes / ducts to be insulated.

  7. HEATING, VENTILATION & AIR CONDITIONING - Balancing • Applicable for area exceeding 500 sq.mt. • Air system to be balanced to minimize throttling losses • For fan >= 0.75 KW ( 1hp), fan speed to be adjusted to meet the design flow. • Hydraulic system to be balanced to minimize throttling losses

HEATING, VENTILATION & AIR CONDITIONING – Balancing - Contd • For pump >= 7.5 KW (10 HP), pump impeller shall be trimmed or pump speed shall be adjusted to meet the design flow. • For system >= 6.3 ton supply capacity of 2500 CFM and air economizer capable of modulating outside air and return air dampers to supply 100% of the design supply air quantity as outside air. • Not applicable in hot dry and warm humid climate. i.e. Tamilnadu.

  9. HOT WATER Solar water heater for at least 1/5 of designed capacity of hot water requirement. All pipes to be insulated

  10. LIGHTING • Applicable for building larger than 500 sq.mt

  11. LIGHTING - Contd • EXIT SIGNS: Not to exceed 5 Watt. Per Face. • EXTERIOR LIGHT: Luminaries having lamp of 100 Watt or more shall have minimum efficacy of 60 luminaries per watt.

  12. LIGHTING - Contd • INTERIOR LIGHTING POWER: Light power density not more than 10.8( watt per sq. mtr.) for office building. • EXTERIOR LIGHTING : Building facades 2 watt per sq. mt. of vertical facet area, building exit 60 watt per linear meter of door width

LIGHTING - CONTROL • Occupancy sensors for areas < 30 sq.mt. • Schedule programme timers for area <= 2500 sq.mts • Independent control for a maximum of 250 sq.mt • Day-light sensors for area >25 sq.mt. for reducing the light output of the luminar in the day lighted areas by at least 50% and control only the luminaries located entirely within the day lighted area.

  14. ELECTRIC POWER • Transformers, full load losses not to exceed 1.5% for 400 KVA, 1.4% for 630 & 800 KVA and 1.2% for 1000 KVA.

  15. ELECTRIC POWER – ENERGY EFFICIENT MOTORS • All motors of .375 KW. ( ½ hp) operating more than 1500 hrs. per year shall be energy efficient • 88.3% for 5.5 hp • 89.2% for 7.5 hp • 86.4% for 3 hp.

  16. ELECTRIC POWER -POWER FACTOR CORRECTION • All connections >= 100 A, 3 phase shall maintain power factor between 0.98 lag to 1 at the point of connection. • Power supplies shall have KW hour meter up to 65 KVA • Maximum Demand Meter, Power Factor Meter and KWH Meter for service between 1000 KVA and 65 KVA.

  17. ELECTRIC POWER -POWER FACTOR CORRECTION - Contd • Power distribution losses not to exceed 1% by proper designing of power cables. • All power junction boxes & cable termination points may be provided with temperature monitoring mechanism comprising of sensors in the enclosed chambers and properly visible temperature outside. • A record to be maintained on ‘daily basis’.
