  1. Impact Aid Greg Taylor, Executive Director Fort Bragg Regional Alliance (Formerly the BRAC Regional Task Force) August 8, 2012

  2. What is Impact Aid… • Passed in 1950 as a “payment in lieu of property taxes” to school districts serving military children • Over the years other groups have been added and now only 40 cents of every dollar goes to support military children • Fully funded until 1970 • Funded at 60% currently

  3. Our problem… • Significant School Needs from significant federal activity and not enough local resources • Property tax rates in the Fort Bragg region are already 22% above the state average • Two of our counties are at or below the minimum fund balance requirements

  4. Impact Aid Issues… • Children from Indian Lands are weighted at 1.25 regardless of where their parents work. But if your parent is a soldier and you live on base, you are only weighted at 1. • If your parent is a soldier and you live off base, you only count as .2 of a student. • Because it’s not fully funded, the “Learning Opportunity Threshold” (LOT) modifier formula is applied. • This LOT formula means that some districts will receive most or even all of what they are eligible for. • To be able to do this, the allocations for school districts like OURS are reduced - SIGNIFICANTLY.

  8. 2009 Impact Aid… The Sad Reality of the LOT Modifier • 369,261 military children depended on Impact Aid to help fund their education and only 17% of these children got 90% or more of their maximum allocation. • 117,420 children from Indian Lands depended on Impact Aid to help fund their education and 66% of these children got 90% or more of their maximum allocation. • 25% of the 2009 Impact Aid Funding went to Alaska and Arizona For more information contact the Fort Bragg Regional Alliance at (910) 808-4189

  9. 2009 Impact Aid The Sad Reality of LOT Over 68% of the funding went to less than 16% of the 1343 school districts. • This 16% (211 districts) got 90% or more of their Maximum Allocation. Many got the full 100%.

  10. Impact Aid solutions… Possible Steps to Improve Impact Aid • Adjust the Impact Aid formula to reflect parity for ALL Federally-impacted students • Eliminate the LOT modifier But the real solution… • Fully fund Impact Aid

  11. Impact Aid Funding History…

  12. Impact Aid Game Plan? • Use the focus on Military Families to drive change • Association of Defense Communities • AUSA • Other Military/Military Family Organizations • Mailers to the other Impacted Communities • Who are the key legislators?
