CAMD Re-engineering Project: Introduction of Improved Automation • Reasons for Re-engineering CAMD: • Provide affected industry better ways to comply with programs • Improve the way work is done (save time & $) • Shift focus from processing data to quality assuring data • Provide our partners and the public easier access to data • Take advantage of new technology
Old CAMD Environment • Applications and data stored on various platforms with largely manual cross- communication • Duplicate data needed to support various functions • Paper forms are used to meet some requirements • Multiple applications provided to quality assure and submit data
Old CAMD Environment • Three-step process to finalize emissions (ETS feedback, MDC feedback, audit feedback) • Major application coded partially in ‘old school’ programming languages • Processing costs are high

CAMD Business System • Launched on March 11 • Web application on the CAMD web site for affected industry • Beginning of ‘one-stop-shopping’ to meet program requirements • On-line Allowance Transfer System (OATS) integrated into application • Provides a single database for basic facility/unit data
CAMD Business System (cont.) • Paper forms become optional for: • Certificate of Representation (Acid Rain Program) • Account Certificate of Representative (NOx Budget Trading Program) • Retired Unit Exemption (Acid Rain Program) • New Unit Exemption (Acid Rain Program) • Allowance Transfer Form (all programs)
CAMD Business System (cont.) • Affected industry can use the Web to: • Add/edit facility and unit data • Identify representatives (responsible person) for a facility/unit • Exempt units from the Acid Rain Program • Transfer allowances for any program • Determine if a unit is affected by the Acid Rain Program
CAMD Business System (cont.) • Affected industry user can use the Web to (cont.): • Identify industry people EPA can call with program questions • Find out who at EPA/State to call with program questions • Edit the personal information (address, phone, e-mail, etc.) of industry persons • Designate agents to act on behalf of the representative to perform the above functions
Benefits of the CAMD Business System • Industry personnel can take ownership of updating their data • Faster process than paper forms • Use of agents to act on behalf of the representative • Secure environment • It is easy to use!
Getting Started with the CAMD Business System • Primary representative registers at www.epa.gov/airmarkets/business/index.html (click on ‘register’ link) • Primary representative receives e-mail to call CAMD for ID and password • Primary representative logs on to the system, certifies, and identifies agents • Agents receive e-mail to call CAMD for ID and password
Getting Started with the CAMD Business System (cont.) • Primary representative or agent can use the system to do whatever is needed • Existing alternate representatives can call CAMD for and ID and password • Primary representatives or agents can identify new alternates using the system • New alternate representatives receive an e-mail to call CAMD for an ID and password
Many are using the CAMD Business System • A total of 323 users logged on to the system between March 11 to April 4 • In the same time frame, the following transactions were completed: • 58 updates to personal information • 131 changes to representatives • 22 additions/edits to facility unit/data

Public Access to Data • Launched web query tool in September 2002 • Ability to run “canned” reports or refined query • Provide access to emissions and facility data • Hourly, monthly, quarterly ozone season for 1995 through 2001 • Annual for 1980, 1985, 1990, 1995 through 2001
Public Access to Data (cont.) • Will be enhanced to include • Graphing capabilities • Access to source management data • Additional emissions data • Enhancements will be added throughout the year
Web-Based Processing Initiatives • Next version of CAMD Business System • Ability to complete some compliance forms on-line • Comments and suggestions from users • Read and limited update ability for States and EPA Regions
