Employee Free Choice Act • Require NLRB to certify a union as bargaining rep of a unit if a majority of ees in unit sign authorizations based on • Model language to be adopted by Board • Determination of authenticity of signatures • Require first agreement arbitration if parties unable to agree on an initial agreement • Strengthen enforcement of UFLP of unlawful employment discrimination and coercion during organizing campaign • Priority handling and required 10(l) injunction • Currently – rec. picketing, sec. Activity, and hot cargo • Triple back pay and civil penalties
