  3. Semiannual Regulatory Agenda • Provides each agency’s plans for regulatory activities over the next year • Current agenda was published on 12/7/2009 • Can be accessed through OSHA’s web page or on the web page for the Federal Register (www.gpoaccess.gov/fr) under “Unified Agenda”

  4. Recent Standards Activities • Final rule, clarification on training and PPE for each employee (December 2008) • Final rule, PPE consensus standards (September 2009)

  7. Revision of the HCS to align with the Globally Harmonized System of Classification and Labeling of Chemicals (GHS) • Proposal published September 30, 2009 • 90-day comment period (closed on December 29, 2009) • Informal public hearings in 2010 (most likely late winter/early spring)

Globally Harmonized System of Classification and Labeling of Chemical - GHS • A common, coherent approach to classifying and communicating chemical hazards • Includes: • Harmonized definitions of hazards • Specific criteria for labels • Harmonized format for safety data sheets • GHS is not a proposed standard

  15. Future Standards/Guidance Dr. David Michaels was confirmed on December 3, 2009 as OSHA’s Assistant Secretary Dr. Michaels is still evaluating his overall strategy Listening meeting February 10th. See OSHA web site.

  16. Safety and Health Management Systems Update OSHA’s guidelines to reflect current approaches in international and national consensus standards Incorporate a systems approach to safety and health management Provide guidelines that can be implemented in every workplace

Updating PELs • The PELs are clearly woefully out-of-date, and previous efforts to update them have been unsuccessful • The substance-by-substance approach to chemicals is questionable in many respects • The Chemical Abstracts Service just registered its 50 millionth chemical—it took 33 years to reach the first 10 million, and only 9 months to add the last 10 million • An overall strategy to regulating chemicals needs to be considered—what is the best use of our resources? How can we leverage the extensive information available?
