Deception Contribution of the Objective 1 OPs is based on earmarking the projects, which are in line with the EUSBSR (based on categories of expenditure), but would be implemented nonetheless Generally, there are no procedures to showcase the „EUSBSR specific”inthe project: • No preference for EUSBSR-related projects in selection criteria • No EUSBSR-dedicated calls for projects • No space for describing contribution to the EUSBSR in the application form • Nopromotional actions undertaken to involve beneficiaries in the EUSBSR • General lack of awareness of the EUSBSR amongst beneficiaries (on all levels)

Targets POMORSKIE 2020 - areas of international cooperation(selected): • Modern industries associated with economic use of marine resources • International universities, scientific and research networks and cluster cooperation • Image and tourist brand of the BSR • Common labour market in the South Baltic area • Baltic identity supported e.g. by cultural, educational and volunteers exchange • Infrastructure of transport corridors • The potential of the sea for wind energy development • Energy networks • The water quality of the Baltic Sea • Good governance and management for coastal areas • Cohesion of natural space in the South Baltic area

Offensive actions (1) Mainstreaming partnership/cooperation: • To undertake region-wide promotional action,showcasing the role of the EUSBSR • To increase the level of networking(e. g. beneficiaries implementing systemic projects) • To introduce „EUSBSR earmarking”, resulting in special support from the MAs in networkingandcoaching • To consult the Programme within BSR (with all crucial partners/organisations)

Offensive actions (2) EUSBSR-oriented programming/implementation system: • To earmark those ROP priorities/measures which are crucial in relation to EUSBSR and need the coordination of actions with other instruments (e.g. ETC programmes) • To analyse Action Plan indicatorsand possibly use them in ROP • To introduce EUSBSR-related calls for projectsand EUSBSR-oriented selection criteria (preferences) • To analyse the possibility of implementing operations outside the ROP area (only ones directly linked to EUSBSR)

Strengthening the coalition • European level (e.g. EC, other BSR partners/organisations) • National level (e.g. national administration, NCP) • Priority Area Coordinator / Horizontal Action Leader /Flagship Project Leader • Regional level (beneficiaries/partners: territorial self-governments, NGOs, R+D sector, universities, SMEs etc.)
