Key Findings from the Spring 2013 Survey of Councillors and Officers: Insights and Intentions

  1. Survey of Councillors and Officers - Spring 2013 Key findings

  2. The size (population) of the Councils taking part in the survey The majority of officials and councillors responding to our survey (over two thirds) are based in small rural and urban parishes – ie with populations of less than 5,000 people.

  3. Intention to pursue Right to Bid 33% don’t think right bid is for them. We will explore why this is so through further analysis of the data. 11% have already taken on the management of an asset from a local authority. 7% have listed an asset and a further 16% are reviewing assets with a view to listing them. 7% haven’t heard of the right. No response No response

  4. Intention to pursue Right to Challenge 39% don’t think the right to challenge for them. We will explore why this is so through further analysis of the data. 19% are already taking over a service/ function from the LA – though not through the use of the right to challenge 9% are considering a proposals to take on an asset delivery… again not necessarily via Challenge A small proportion (4%) have tried it but it did not work out for them No response

  5. Intention to pursue neighbourhood planning 33% are considering if a neighbourhood plan is right for them. However, 30% won’t be developing a plan – We will explore why this is so through further analysis of the data.. 24% want a plan and have already started the process Reassuringly, very few (2%) have never heard of NP No response

  6. Intentions on the general power of competence 27% said they have no plans to use the General Power of Competence (GPC). 21% said that the council was not qualified to use the GPC but plan to be in the future 16% are qualified to use the GPC But 11% had not heard about it. No response
