Arab Republic of Egypt    Introduction The national statistical office at Egypt (CAPMAS) is committed to providing its users with information about the methods used to produce the statistics and the quality of its data. This is consistent with the requirements of the Code of Practice for Official Statistics, which states the requirement to ensure that ‘users are informed about the quality of statistical outputs’. Summary quality report is a tool for achieve this aim .

Arab Republic of Egypt    Efforts of (CAPMAS) in data quality development The National statistical office at Egypt (CAPMAS) in 1989 established the General Administration for statistical quality to assess and monitor the quality of data in all phases of the statistical work, until the mid-nineties and then stopped work for several years. In 2004, the administration was reactivated again with full support of senior management.

Arab Republic of Egypt    Objectives of the quality control Department at CAPAMS 1- Emphasizes on standard of quality for any statistical research produced by CAPMAS. 2- Withdrawing a random sample it's size 5% and re-collecting data again to make sure the range of consistency with data collected in the first time . 3- Evaluation for field researchers' during training, and Writing summary quality report by ending the work and publishing the results.

Arab Republic of Egypt    Definition SQR • A brief document describing the survey or statistical compilation quality in a product-oriented way, following the six Eurostat criteria of quality (relevance, accuracy, timeliness and punctuality, accessibility and clarity, comparability and coherence) and also provide a summary of methods used to compile outputs.

  7. Arab Republic of Egypt    Purpose of the SQR The purpose of the SQR is to give a summary for Users so that they can judge suitable uses of the data, and whether the data are suitable for their intended uses. Besides that we can used it in Documentation Metadata for statistical survey .

The first section: is a Summary of Quality, structured around the ESS dimensions of quality The second section: is a summary description of the main processes used to compile the output and (Documentation (HIECS) based on DDI &DCMI standards) .

Arab Republic of Egypt    “Summary Quality Report for the Household Income, expenditure& Consumption Survey (HIECS) • Overview The Household Income, Expenditure and Consumption Survey (HIECS) is of great importance among other household surveys conducted by statistical agencies in various countries around the world ,because This survey provides us with a large amount of data can used it in measuring the standards of living for households and individuals inflation.

Arab Republic of Egypt    Objectives of the Household Income, expenditure& Consumption Survey (HIECS): • To measure average household and per-capita expenditure . • To study the relationships between demographic, geographical, housing characteristics of households and their income. • To provide data necessary for national accounts especially in compiling inputs and outputs tables. • To identify consumers behavior changes among socio-economic groups in urban and rural areas

Arab Republic of Egypt    • Using The 2007 Administrative Classification in coding statistical data geographically according to governorates, kism, Marks and villages as well as the new cities, established inside all governorates. • Using classification (individual consumption according to the purpose COICOP) for analysis at national level; especially for purposes of compiling consumer price indices. • Followed the International Standard Industry Classification (ISIC-4) in the coding process

Arab Republic of Egypt    • Evaluating the quality of data in all different Implementation stages to avoid or minimize errors. • Implementing field editing after finishing data collection to avoid any errors in suitable time. • Re-interviewing a sample of households by Quality Control Department and examining the differences with the original responses

Arab Republic of Egypt    • The field staff was selected from among the efficient experienced persons working in CAPMAS and new graduates specially females. • Intensive training program for supervisors was conducted at CAPMAS in Cairo and locally in governorates for interviewers and field editors

  14. Arab Republic of Egypt    Field Work Data were collected by using personal interview method, Every one of interviewer was responsible for data collection of five households during 15 days with six visits. The fieldwork has extended one year starting from April 2008 till march 2009.

Metadata provides documentation about data elements or attributes, (name, size, data type, etc), about records or data structures (length, fields, columns, etc), and about data itself (where it is located, how it is associated, ownership , how data were collected, definitions for data items).

  26. Arab Republic of Egypt    Conclusion At the end we can mention that SQR helps the researcher to: Understand what the data are measuring and how the data have been created. 2- Get Information about the data collection ,sampling, data processing, final results and how to get it .

Arab Republic of Egypt    3- SQR is very useful for Survey sponsors to facilitate quality control and reporting by implementing agencies . 4- Data analysts—monitoring and evaluation specialists, researchers in universities, and others —will have easier access to better documented data. SQR give users a clear picture on the quality of the data they used it.
