  2. 11.0 IF Agreements • Purpose • Structure and Content • Timeline

  3. Purpose • To identify and establish • the rights and obligations of sport membership in the IPC and • the roles and responsibilities related to the organisation of the Paralympic Games

  4. Principles – IPC Governance • The IPC is the supreme authority of the Paralympic Movement • The Paralympic Games are the exclusive property of the IPC • Any member (including their agents or representatives) belonging to the IPC is bound by the provisions of the IPC Handbook and shall abide by the decisions of the IPC

  5. Principles – IF Recognition • An independent sport federation (IF) recognised by the IPC as the sole world-wide representative of their sport • Sport must be granted Paralympic status by the IPC • IF must be an IPC member in good standing

  6. Principles – IF Recognition • IF recognition for IOSD Sports will be given to the respective IOSD • IOSD Sports will maintain their current rights at the IPC General Assembly and Sports Council

  7. Principles – IF Recognition • IF recognition for IPC Sports will be given to the IPC Sports Committee in the form of an IPC bylaw • IPC Sports will maintain their current rights at the IPC General Assembly and Sports Council

  8. IPC Mission • To guarantee and supervise the organization of successful Paralympic Games • To ensure the growth and strength of the Paralympic Movement through the development of National Paralympic Committees in all nations and the support to the activities of all IPC member organizations

  9. IPC Mission • To promote and contribute to the development of sport opportunities and competitions, from initiation to elite level, for Paralympic athletes as the foundation of elite Paralympic sport • To develop opportunities for women athletes and athletes with a severe disability in sport at all levels and in all structures

IPC Mission • To support and encourage educational, cultural, research and scientific activities that contribute to the development and promotion of the Paralympic Movement • To seek the continuous global promotion and media coverage of the Paralympic Movement, its vision of inspiration and excitement through sport, its ideals and activities

  11. IPC Mission • To promote the self-governance of each Paralympic sport either as an integral part of the international sport movement for able-bodied athletes, or as an independent sport organization, whilst at all times safeguarding and preserving its own identity • To ensure that in sport practiced within the Paralympic Movement the spirit of fair play prevails, violence is banned, the health risk of the athletes is managed and fundamental ethical principles are upheld

IPC Mission • To contribute to the creation of a drug-free sport environment for all Paralympic athletes in conjunction with the World Anti-Doping Agency (WADA) • To promote Paralympic sports without discrimination for political, religious, economic, disability, gender, sexual orientation, or race reasons • To ensure the means necessary to support the future growth of the Paralympic Movement

  13. IF Roles General • To develop and update, in accordance with the IPC Handbook, the rules and regulations concerning the practice of their respective sport(s) and to ensure their application • To enhance and develop their sport(s) throughout the world

  14. IF Roles General • To contribute to the achievement of the goals set out in the IPC Handbook, in particular by way of the spread of the Paralympic Values • To impart their technical assistance in the practical implementation of IPC Development Programmes

  15. IF Roles Paralympic Games • To propose the programme of their respective sport including the sport/discipline, medal events, athletes quota, competition format in accordance with the IPC’s rules, criteria and conditions for approval by IPC

  16. IF Roles Paralympic Games • To establish their criteria of eligibility and qualification for the competitions of the Paralympic Games in conformity with the IPC Handbook, and to submit these to the IPC for approval

  17. IF Roles Paralympic Games • To assume the responsibility for the technical control and direction of their sport(s) at the Paralympic Games and competitions sanctioned or under the patronage of the IPC

  18. IF Roles Paralympic Games • To develop the technical requirements for their sport(s) at the Paralympic Games, in conformity with the IPC Handbook and to submit these to the IPC for approval

  19. IF Rights General Membership • To vote and be heard at the meetings of the IPC members • To nominate candidates for the appropriate IPC bodies • To submit motions and be heard • To participate in all IPC activities, subject to meeting the eligibility criteria of the respective activity

  20. IF Rights General Membership • To submit proposals addressed to the IPC concerning the IPC Handbook and Paralympic Movement

  21. IF Rights Specific to Sports • To be represented with full rights at the IPC Sports Council, as established by the IPC • To receive annual funding from the IPC, through the IPC Sports Budget Allocation Process • To apply for IPC Development Grants

  22. IF Rights Specific to Sports • To have access to and use of their respective sport’s data, including images, related to the Paralympic Games, under the conditions set forth by the IPC

IF Responsibilities General • To participate in the development of the IPC’s Vision and Mission Statement and general directions • To pay the annual membership fee according to the policy established at the IPC General Assembly • To abide by all the IPC Bylaws, Codes, rules and regulations and all the IPC decisions

  24. IF Responsibilities General • To maintain regular and on-going communication with the IPC and in particular respond to the IPC’s official requests in a timely manner • To respect the specific rights and obligations as outlined in the IPC bylaws

  25. IF Responsibilities General • To respect the calendar coordination agreements approved by the IPC

IF Responsibilities Paralympic Games • To appoint a technical delegate during the planning and setting up of facilities for their sport(s) in order to ensure their rules are complied with and to review and validate all technical elements of their sport • To establish the final results and rankings of the Paralympic competitions • To produce and maintain World and Paralympic Record lists

  27. IF Responsibilities Paralympic Games • To appoint the necessary Games Officials (judges, referees, classifiers, etc.) from the host country and abroad within the limit of the total number set by the IPC upon recommendation of the IF • To ensure competitors comply with the IPC Manufacturing and Trademark Guidelines • To enforce the IPC’s rules in regard to the eligibility and qualification of participants to the Paralympic Games

IF Responsibilities Paralympic Games • To jointly propose with the OCOG – the competition schedule, competition and training facility requirements, sports equipment requirements, technical installation for establishing results and Games Officials uniforms of their sport to the IPC for approval
