  2. Key points of review • Review of the Community Strategy and Neighbourhood Renewal Strategy • Needs to be completed by March 2007 • Build on Local Area Agreement (LAA) • Take into account new guidance

  3. What did a Community Strategy have to do? • Local Government Act 2000 placed a duty on every local authority to prepare a Community Strategy for promoting or improving the economic, social and environmental well-being of their area.

  4. What we did • Hartlepool Partnership first met in July 1999. Partnership’s Vision established • In May 2001 draft Community Strategy published for consultation • May-December 2001 consultation events and activities • April 2002 Community Strategy agreed

  5. New Guidance suggests.. • The Community Strategy is the overarching visioning document for an area underpinned by the specific outcome targets agreed and delivered as part of the LAA • Government commitment to reshaping Community Strategies as Sustainable Community Strategies

  6. Sustainable Community Strategies • Active, inclusive and safe • Well-run • Environmentally sensitive • Well designed and built • Well connected • Thriving • Well-served • Fair for everyone

Government proposed stages in preparing a Sustainable Community Strategy…. • Baselining current performance • Evidence: analysis of performance and local conditions • Local Area Agreements • Revised Action Plan • The Sustainable Community Strategy / LAA Action Plan • Refresh Strategy on annual basis and review every three years

  8. Preparing a new Community Strategy for Hartlepool What do we need to do and when…

Outline Timetable • February/March/April - Plan review, agree programme, prepare resources • May – Annual Event and broad town-wide consultation • May/June – Series of Theme Partnership events to review theme • End of June revised Themes back to Partnership Support Team • July/August – produce first draft. • September/November – consultation on first draft • December – consolidate responses and produce second draft • Jan/Feb 2007 – Scrutiny of second draft • March 2007 - Hartlepool Partnership consider final draft.

Early decisions - April 2006 • Do we continue with current structure or perhaps establish separate chapters for Environment and Housing? • How do we ensure cross-cutting agendas like children/young people and older people are effectively addressed? • Communications Strategy – is TheHartlepool Sustainable Community Strategy the best title?

  12. All Board Members • Engagement in the review • Actively promote opportunities to engage to others • Partnership Development Event 24 March • Annual Event 5th May 2006 • Identify opportunities for secondments and additional resources

  13. Theme Partnership Chairs • Ensure first review of your Theme by the end of June 2006 • Organise Theme meetings and/or workshops.

Community Network Reps. • Important role engaging key groups in the Strategy’s review • Organise events for input to vision, aims and principles • Organise more focused events on key elements of the strategy e.g. BME groups, disability, carers, older people, younger people, faith communities.

  15. Resident representatives • Important role engaging neighbourhoods in the Strategy’s review • Organise events for input to vision, aims and principles • Organise more focused events on local issues

  16. Neighbourhood Councillors • Important role engaging neighbourhoods in the Strategy’s review through surgeries and day to day working • Organise events for input to vision, aims & principles and to highlight local issues

  17. Councillors • Discuss Vision, Aims & Principles at Political Group Meetings • Review appropriate themes with portfolio holders

  18. Individual Agencies, Partnerships & Trade Unions • Discuss Vision, Aims & Principles at Management Team Meetings • Review appropriate themes with key members of staff

  19. HVDA • Leadership within Voluntary and Community Sector • Organising consultation events and activities for the sector • Promoting opportunities for engagement through newsletters etc

Failing that we’ll: • Provide a resource pack with everything you need to run consultation activities • Lead the broad consultation on the Vision, Aims and Principles • Coordinate the Annual Event • Host a Partnership Development Day • Lead on Publicity and Communication of the review
