Implications for Decentralisation • Proposal for district sector support for 2009 budget • Proposing a menu of activities of activities by programme with a set envelop • District to propose budget allocation within envelope (District SIP) • MINAGRI to agree/disagree upon budget proposed and allocate accordingly • District to be transferred budget in quarterly tranches subject upon receiving quarterly reports.

Budget reform for districts • Advantages: • Districts own MINAGRI budget • Districts have an incentive to report • Districts gain ownership and decision making power • Risks: • Districts lack capacity to develop a SIP • Districts don’t report • Budget envelop changes at later stage leading to districts not owning their budget

  13. Progress on Critical Actions • M&E, MIS development of MINAGRI underway, first workshop done with MINAGRI staff and inception report and draft framework proposed to MINAGRI • CRC’s have been piloted, to be rolled out within GoR framework • Capacity Building plan developed for MINAGRI agencies and districts following needs assessment

Progress on Critical Actions • SWAp Development: institutional capacity building firm has been engaged to support and drive SWAp facilitation process • National Extension Strategy was Validated in Rural Cluster • Private company was contracted for setting up fertilizer distribution mechanism country wide
