  2. Uno de los parametros ambientales globales que mas rapidamente esta cambiando es la luz artificial exterior. No entendemos bien sus consequencias, tanto como para la vida silvestre (plantas, animales, pajaros, tortugas…) como para la vida humana. 20% de la humanidad ha perdido la posibilidad de ver la Via Lactea. Opportunities (1) • Chile has potential to emerge as model for practical development of economically-successful quality lighting concepts through mutually beneficial initiatives. • Leadership via early warning from astronomy. • Stimulate commitment of Chilean lighting industry to follow good lighting practice • “Light the Ground, not the Sky” • “Ilumine el Suelo, no el Cielo.” • Export successes and lessons learned to other developing countries via LUX PACIFICA, LUX AMERICA, UCLA conf. Etc.

Opportunities (2) • International Telecommunication Union will extend protection and control of electromagnetic spectrum to cover infrared and visual frequencies. • Commission 50 can contribute to protection against optical and radio interference (including from space) via this body. Opportunities (3) • Can now work with biologists, lighting engineers, local, national and international authorities. • Web-based and international interactive educational outreach programs around broad-based education programs to control light pollution can be very rich (science, lighting engineering, economics, architecture, civics/government, art, poetry/other literature, dance, photography). (Metaxa, Alvarz del Castillo. ) • Others… Ideas anyone?

La Serena, Coquimbo US$ skywards in last decade. • Environmental impact of addditional hydroelectric resources or worse. • Need to inculcate conservation as an alternative to increased generation in balancing energy requirements.   40. Desde que salio la ley de bases del medio ambiente en 1993, cerca de un millon de dolares (~CH$700.000.000) se han desperdiciado en los cielos sobre La Serena y Coquimbo. Amenazas • Crece la Contaminacion Luminca en todo el mundo (mas lentamente en IDA’s “dark-sky city” Flagstaff y en Tucson, Arizona). • Tenemos pocos datos fidedignos sobre la velocidad de crecimiento del CL en el mundo. • Ejemplo de la Cuidad de Nueva York (Charla, Hy Kaplan) • Falta de apoyo economico suficiente.   47. El Futuro? • Cambios naturales cada 11 an~os. Sen~al de fondo crece ~55% al maximo de la actividad solar. • Segun modelos sencillos de crecimiento basados en poblacion, no deberian haber problemas por varios decadas en los sitios astronomicos. Pero… • Estudios en Italia (~0 crecimiento de poblacion) -> crecimineto LP ~ 9% anual. • Mas luz por persona. • Hay que verificar mediante observacion. IAUWG meeting, La Serena, Chile
