GOALS • strategic goal the harnessing of regional energy resources to ensure, through national and regional action, that all the people of the SADC Region have access to adequate, reliable, least cost, environmentally sustainable energy services • operational goal is to endeavour to halve the proportion of people without such access within 10 years for each end use and halve again in successive 5 year periods until there is universal access for all end uses

FRAMEWORK TO MEET GOALS • Statistics: improved systems of providing accurate information for energy planning and measurement of performance of energy access strategies and plans. • Applications: focussing on achieving energy services (rather than technologies ) learning from best practices. • Biomass: recognition of the dominant role of biomass in the present and projected energy balance of most SADC countries and investing in efficient production and utilization of the resource. • Prices: implementing cost-reflective but competitive prices • Subsidies: prioritise access over consumption subsidies to design targeted subsidies for the less privileged. • Development: focus on use of energy to enhance economic productivity for poverty reduction and enhanced quality of life resulting in development and implementation of well coordinated strategies and plans. • Capacity: ability and willingness to implement, operate and maintain energy access projects and programs to develop and sustain long term commitment to energy access goals and objectives

The principles for capacity development • Capacity building must include the development of a constituency for the intended objectives, as well as the institutional and individual skills and resources needed to ensure successful implementation. • Improve enabling environment and organisational structures at the national level and • Enhance professional development frameworks for energy officials. • strategy is silent on capacity enhancement in relation to dialogue with International Energy Partnerships such as AEEP.

  7. CEMA OPPORTUNITIES • developing energy access performance indicators (under strategic objectives-Statistics & capacity),  • information sharing/database (under strategic objective capacity), • support, as required by member states, the development of energy access strategies and plans for selected countries ( SO-Applications), • assist with multisector coordination (SO-development).

  8. SUPPORT SYSTEMS FOR IMPLEMENTATION • Energy Access Adviser and Consultants • One of the key outcomes for Capacity Development in the Strategy is the provision of a platform for information exchange through workshops, exchange visits and websites within the SADC Region.
