  2. Educator Certification in Michigan • Michigan law requires that a person employed in K-12 schools with instructional responsibilities shall hold a certificate, permit, or vocational authorization.

  4. Educator Certification in Michigan • OPPS is the office with responsibility for: • Processing & issuing certificates • Program approvals • Suspensions & revocations • Continuing education approvals

  5. Our Goal: • To provide quality customer service in an effective & efficient manner

  6. Our objectives: • Process & issue certificates in the least amount of time possible • Moving towards a paperless office

  7. History • Until 1980 certificates were manually processed • Data was stored in a mainframe • Required manual keypunch • Used a lockbox for fee payments

  8. History • Turn-around-time for Michigan college graduates was roughly 6 weeks • Out-of-state applications took 3 to 4 months for the review process

  9. History • 2001 moved to server technology • Used a commercial off-the-shelf system • More efficient but had restraints

  10. Michigan Online Educator Certification System • MOECS is a secure web-based system that allows educators to apply for certificates and renewal of certificates.
