  1. Integrated Acceptance Schedule National Spent Nuclear Fuel Program Strategy Meeting Bill Hurt November 2005

Background • DOE SNF-HLW Integrated Meeting was held Sept. 13 – 14, 2005 • The purpose of the meeting was: • Ensure a common understanding of the issues by Headquarters and the Field Offices • Reach agreement on the issues EM faces concerning the storage, packaging, transportation, and disposal of SNF and HLW • Discuss selected issues and reach decisions to the extent possible • Identify the path forward to resolve issues that remain outstanding

  3. NSNFP was assigned the following tasks • Revise the Integrated Acceptance Schedule (IAS) • Evaluate SNF disposal paths • Determine the need for and timing of packaging/shipping capabilities • Evaluate INL and SRS fuel swaps

  4. Integrated Acceptance Schedule (IAS) • Required by the RM/RW MOA • Provided by EM in coordination with NNPP to RW for approval • Addresses Naval SNF, DOE SNF, and DOE HLW • MOA requires annual updates unless no change is required

  5. IAS Status • The IAS was submitted to RW on July 11, 2001 but never approved by RW • EM has revised the IAS several times but never issued the revisions • Lack of IAS is now impacting DOE’s decision-making process

  6. Process for IAS Update • Prepare and agree upon baseline assumptions • Construct and validate a model • Perform studies of scenarios to select the optimum IAS

  7. Role of other Organizations • Sites, NNPP, and RW will provide input data to NSNFP • HQ, sites, NNPP, and RW will have a review role • EM HQ has the issuance responsibility • RW has approval authority

  8. Issues to be addressed with the IAS Model • SNF disposal paths • Need for and timing of packaging/shipping capabilities • SNF swaps between INL and SRS

  9. Schedule • Project Management Plan has been prepared • The methodology and assumptions are under development • A model will be provided early 2006 • Revised IAS will be provided by mid-2006

  10. Scope of INL – SRS Fuel Swaps Study • Lifecycle cost analysis will be performed • Includes FRR & DRR receipts • Considers H-Canyon options • Addresses RODs, ID Settlement Agreement, etc.

  11. Conclusion • A revised and issued IAS will provide the following: • Fulfills EM’s obligation per the MOA • Provides a model for evaluation of issues • Provides a baseline for future planning
