Tajikistan • Tajikistan is a typical mountainous country. 93% of the territory of Tajikistan are mountains. • Population – 8.8mln. • Metal mining industry is one of the main industry sector of Tajikistan. Precedently, the results of its development was a lot of waste accumulation mainly in uranium manufacture, which contains radionuclids in technogenic high concentrations (mainly uraniumthorium series) and other hazardous substances.

  3. NRSA - Regulatory Authority • 2001 – Tajikistan joined to IAEA • January 2003 – Nuclear and Radiation Safety Agency (NRSA) at the Academy of Sciences was organized

NRSA - Regulatory Authority In accordance with the law of the Republic of Tajikistan “On Radiation Safety”, NRSA is the State Regulatory Authority on ensuring radiation safety, which carries out the united state policy and coordinate the activity of other authorized bodies. • Prescribe the required qualifications for personnel employed at facilities using nuclear energy; • Determine types of activity with regard to the handling of ionizing radiation sources subject to licensing; • License types of activity involving the use of nuclear energy; • Establish standards and regulations relating to radiation safety, physical protection, emergency planning; • Accounting and control of nuclear material and ionizing radiation sources; • Supervise compliance with radiation safety standards and Inspections of Licensing conditions.

Infrastructure for Regulatory ControlLAWS OF THE REPUBLIC OF TAJIKISTAN IN THE FIELD OF NUCLEAR AND RADIATION SAFETY AND SECURITY • Law on Radiation Safety (Law 42), issued 1 August 2003 • Law on Use of Atomic Energy (Law 69), issued 9 December 2004. • Law on Radioactive Waste Management (Law 1002), issued on 22 July 2013. • Law on Licensing of Specific Types of Activities (Law 37) issued 17 May 2004, (amended in 2009) • Law on Control of Economic Entities' Activities in the Republic of Tajikistan (Law 194) amended on 28 July 2006. • Law on Safety of Transportation (Law 847) issued on 3 July 2012 • Law on the Protection of the Environment (Law 760) issued 2 August 2011 • Law on Civil Defence (Law 6) issued 28 February 2004 • Law on Protection of the Public and Territories from Emergency Situations of Natural and Man-made Radiation (Law 53) issued 15 July 2004 • Law on Emergency Rescue Services, Emergency Rescue Forces and Status of Rescuers (Law 83) issued 1 March 2005.

  7. Infrastructure for Regulatory Control A set of governmental decrees has been developed to implement the above-mentioned laws. This set comprises: • Decree of the Government of Tajikistan (No. 482), adopted 3 December 2004, making provision for State regulation in the area of radiation safety. • Decree of the Government of Tajikistan (No. 172), revised 3 April 2007 (in 2009), making provision for licensing of specific types of activities. • Decree of the Government of Tajikistan (No. 471), adopted 2 December 2005, making provision for the inter-agency Council on Radiation Safety. • Decree of the Government of Tajikistan (No. 479), adopted 27 November 1999, on the relevant responsibilities of the Ministry of Emergency Situations and Civil Defence of the Republic of Tajikistan. • Decree of the Government of the Republic of Tajikistan on order of organization the State system of accounting for and control nuclear materials and radiation sources (No.449), adopted 4 October 2013

Infrastructure for Regulatory Control Regulations -Norms on radiation safety (NRS-06) SP 2.6.1.001-06 (No. 237)- registered in the Ministry of Justice from 16 January 2007 - Rules on radioactive waste management (No. 608), registered in the Ministry of Justice from 11 April 2011; - Rules of ensuring the radiation safety (PORB-08) (No. 402)- registered in the Ministry of Justice from 18 June 2008; - Rules on carrying out inspections of economic entities' activities in the Republic of Tajikistan by Nuclear and Radiation Safety Agency (No. 529) - registered in the Ministry of Justice from 19 June 2009; - Safety rules during transportation of radioactive materials (No. 599) - registered in the Ministry of Justice from 26 January 2011; - Categorization of ionizing radiation sources and rules of their determination (No. 602) - registered in the Ministry of Justice from 09 February 2011; - Hygienic requirements to facilities and operation of X-ray rooms, apparatus and carrying out X-ray examinations (No. 257) - registered in the Ministry of Justice from 16 April 2007; - Requirements for carrying out quality control in medical X-ray diagnostics (No. 573), registered in the Ministry of Justice from 23 April 2010.

Regulation №475 on NRSA AS RT Licensing Commission “On licensing activities, works, and services in the field of atomic energy use” registered in the Ministry of Justice on 29.12.2008 Internal document №12-1 “On order of registration, drawing up, review of applications and documents set submitted for getting a license for kinds of activities related to ionizing radiation sources and radioactive substances in Nuclear and Radiation Safety Agency, Academy of Sciences of the Republic of Tajikistan ”. Checklists (No. 457) - registered in the Ministry of Justice from 26 November 2008: • Checklist for inspection of installations with X-ray radiological and for - CT • Checklist for inspection of installations with RT (radiation sources brachytherapy, X-ray RT) • Checklist for inspection in nuclear medicine (radiopharmaceuticals) • Checklist for inspection in industrial facilities • Checklist for inspection of industrial radiography and devices with radionuclides • Checklist for inspection of in the fields of research and wastes and others.

Creation of a National Register of Radiation Sources In 2005, a joint project between Nuclear and Ration Safety Agency of the Academy of Sciences of the Republic of Tajikistan and the US Nuclear Regulatory Commission for the development of a national Register of Radiation Sources was developed. The purpose - to inventory all available of ionizing radiation sources (sealed, unsealed, generators and associated equipment) and input them to the database.

For the successful implementation of this project specialists of NRSA, the Committee for Emergency Situations and Civil Defense, the Ministry of Internal Affairs and the State Committee for National Security and other organizations were trained by specialistsof Sandia National Laboratory in 2005 and 2009. On-site training was conducted to find sources using the equipment delivered to the country by the Global Search and Secure Program.

National Register of Radiation Sources Employees of NRSA, branches of NRSA, Committee for Emergency Situations and Civil Defense under the Government, State enterprise Vostokredmet, sanitary-epidemiological stations of Dushanbe and others participated in the inventory. The joint project of the Nuclear and Radiation Safety Agency and the US Nuclear Regulatory Commission was completed by the inventory and creation of the electronic database of IRS - RASOD. Within the framework of this project, the inventory of all sources was completed in all regions of Tajikistan.

  13. Inventory and Disposal of Radiation Sources

DATABASE RASOD The uniqueness of RASOD is the program automatically determine the current activity and categorization of the source (categorization is made in accordance with IAEA-Safety Guide-No RS-G-1.9, – Recommended categories for sources used in common practices). RASOD is an information system which allows inputting, store and processing the data of ionizing radiation sources. RASOD is developed for the regulatory bodies on issues of nuclear and radiation safety.

DATABASE RASOD • RASOD version 1.3.1 has the following functions: • Input, delete and editing of information regarding sources of ionizing radiation. • Input, delete and editing of information regarding enterprises, organization and institutions which are using sources of ionizing radiation. • Input and editing of additional information, which is contained in additional tables. • Formation of requests and production of reports.

  19. LICENSING The authorized executive authority of the Republic of Tajikistan in the field of export control is: The Government of the Republic of Tajikistan (Article 4. Law of the Republic of Tajikistan "On State Control over the Export of Arms, Military Equipment and Dual-Use Products" of December 13, 1997) The export control system (EC) in the Republic of Tajikistan is organized as follows: • A) the regime of control over the trade and purchase of arms and military equipment (military-technical cooperation) is entrusted to the Government of the Republic and it makes decisions in specific situations. • B) licensing for solving certain economic problems is entrusted to the Ministry of Economic Development and Trade; • C) control over specific exports and imports (precious stones, metals, substances with narcotic content, etc.) is carried out by special agencies and services (customs service, drug agency, etc.).

  20. Inspection • Annual inspection plan have to agreed with the Government. • Scheduled inspections of the same economic entity can be conducted no more than once in two years. • For objects with an increased risk level, a check can be conducted more often than once every two years, but no more than once every six months. • The frequency of inspections of each particular facility, taking into account the level of its risk, is determined by the Agency Unscheduled inspections are conducted: • By decision of the Government of the Republic of Tajikistan, including in order to prevent the emergence of emergency situations; • On other grounds stipulated by the Law of the Republic of Tajikistan "On inspections of economic entities in the Republic of Tajikistan".

  21. The order of organization of state system of accounting and control of nuclear materials and radiation sources In accordance with Article 15 of the Law of RT “On the use of atomic energy”Government Decree No. 449 of October 4,2013 “OnOrder of Organization the State of accounting for and Control of Nuclear Materials and Radiation Sources” was approved. This document defines: - the order of organization of state system of accounting and control of nuclear materials and sources of ionizing radiation; - which RS and NM are subject to accounting and control; - who keeps records and control (regulator and users); - responsibilities of the regulator and users.

The order of organization of state system of accounting and control of nuclear materials and radiation sources The Agency of Nuclear and Radiation Safety under the Academy of Sciences of the Republic of Tajikistan within its competence ensures: the creation and functioning of system for accounting and control of nuclear materials and sources of ionizing radiation; management of the collection and storage of information on the accounting and control of nuclear materials and sources of ionizing radiation; carrying out inspections to check the condition of the system of accounting for and control of nuclear materials and sources of ionizing radiation in the operating organizations; maintenance and timely updating of the database of nuclear materials and the register of sources of ionizing radiation; providing information to government authorities on the availability and movement of nuclear materials and sources of ionizing radiation, as well as export and import in accordance with their requests; cooperation in the framework of international agreements and programs (projects) on the accounting and control of nuclear materials and sources of ionizing radiation, in accordance with applicable law; compliance with the confidentiality of information on nuclear materials and sources of ionizing radiation to prevent unauthorized access to them.

The order of organization of state system of accounting and control of nuclear materials and radiation sources • Within the framework of the state system of accounting for and control of nuclear materials and sources of ionizing radiation, the Agency creates the State Nuclear Material Database and the State Register of Ionizing Radiation Sources • Agency has the right to provide operational information on the availability and transfer, disposal, export and import of nuclear materials and sources of ionizing radiation to the authorized bodies of the Republic of Tajikistan, international organizations and other states in accordance with the legislation of the Republic of Tajikistan.
