  5. Mission and Objectives • The public mission of UACEG is secular and it is education- and research-oriented. Wide variety of architectural and civil engineering knowledge is acquired and practical skills are developed at the University in harmony with the local, European and global traditions as well as with the state policy for the higher education development in the Republic of Bulgaria. This mission is materialised in the course of the following degree programmes: Architecture, Structural Engineering, Hydraulic Engineering, Water SupplyandSewerage, Geodesy, and Transportation Engineering.

  6. UACEG has rich traditions in the provision of academic knowledge. It is the oldest technical school in Bulgaria, found in 1942.At the beginning it had two degree programmes - Structural Engineering and Surveying. In 1951it becameState Polytechnics and in1953a part of it developed as the Institute of Civil Engineering, named in1977a Higher Institute of Architecture and Civil Engineering (HIACE). • OnJuly 21, 1995 HIACE was granted the statute of University of Architecture, Civil Engineering and Geodesyby the National Assembly of Bulgaria. The structure of the University is formed by five faculties: Architecture, Structural Engineering, Hydrotechnics, Geodesy, Transportation Engineering and a number of other educational and administrative units.

The main objectives of UACEG are: • high-quality higher education in Architecture and Civil Engineering; • a rich choice of postgraduate educational qualifications; • scientific research and effective co-operation with national and international public and private institutions in the following fields:

  8. 2.4.Carrying out geodetic, gravimetric, astronomic and photogrammetric measurements, vertical levelling, town plans, regional plans, cadastre plans, and all kinds of maps, atlases, and geographical globes. • 2.5.Design, construction and maintenance of roads, railways, road and railway structures, bridges, tunnels, stations, airports, harbour and geotechnical structures; planning, organization and management of urban and interurban traffic. • Alongside with the technical aspects of the education, one of the aims of UACEG is to develop future architects, civil engineers and surveyors' skills to cope with large-scale construction projects in compliance with ecological requirements and provide non-conflicting development of built and natural environment. • Overall regional and urban planning and design of residential, public, industrial and agrarian buildings; • Calculation of stress and strain state in buildings and structures at various static and dynamic impacts as well as soil properties; implementing efficient building technology solutions as well as construction management techniques. • Design, construction and operation of hydropower systems and structures, dams, irrigation and drainage, water-supply and sewerage systems, waste water treatment plants and landfills. • Geodetic, gravimetricand photogrammetric measurements, vertical levelling, cadastre plans, all kinds of mapsand atlases; • Design, construction and maintenance of road and railway structures, bridges, tunnels, airports, harbours; planning, organization and management of urban and interurban traffic.

  18. The Computer Centre in UACEG dates back to 1977. Its evolution through the years is closely related to one of the most dynamic fields of human knowledge: computer technologies. At the moment hundreds of PCs are being operated at the UACEG. The majority of them are organised in local faculty networks. This resulted in the prompt exchange of information and simultaneous use of databases at various terminals. It is a considerable step forward towards the simultaneous and coordinated work of numerous specialists, such as professors and students, on joint projects and research.

  19. During the last few years the longed for access of the University to global computer networks - first Bitnet and now Internet, became a reality. This brought about the possibility for direct exchange of current scientific information with similar universities all over the world. During the last several years the main tendencies and goals of the work in the Computer Centre are in the field of developing and maintaining global databases - for the specific needs of the University, and their free and secure Internet access through the World Wide Web.

Ten years ago were created some of the fundamental databases - "Dialog System for the Students’ Study Process" with ORACLE for VAX/VMS and "System for the Management of University's Basic Means" with RDB for VAX/VMS. At the same time an electronic catalogue of all available library entries was developed in collaboration with the Central Library of all the Technical Universities, providing the opportunity for direct browsing of catalogues for all users accessing the Internet. The database used for this project was ISIS for VAX/VMS. There are about 120000 entries in the electronic catalogues of books and periodicals, found in the WEB Site of UACEG.

At present the computer specialists in the Computer Centre are developing the necessary program modules of the "Global University's Information System", including "Students' Admission Campaign", "Students' Medical Insurance“, "Students' Diplomas' Issue", "Administration of Staff and Students", "Administration of University's Study Processes", etc. The database used is Microsoft Access with VBA. In the Computer Centre there are specialists with various qualifications taking part in workgroups with lecturers from other departments. The aim is to ensure a good quality of teaching activities and the solving of scientific and project problems in the domain of construction and building.

  22. The other main goal of the Computer Centre - a current trend in its work, is the creation and support of the local University's Networks and the insurance of a quick and secure access to Internet, as well as the development and maintenance of the University's WEB Site and its content.
