    3. Purpose Accomplishments Since IPR #1 GCE WG (O-6 Level personnel from relevant HQMC agencies) were presented and agreed to current POAM. POAM presented in summary slide. Completed informal analysis with M&RA MPP-50 Integration & Analysis Division Draft MOS Manual Change letter sent to TECOM Ground Training Branch in mid-May. Awaiting reply. POG Branch Head signed formal request for analysis submitted to M&RA MP Division on 14 June. Awaiting reply. Conversation with Maj Corbett to establish POAM and coordination for MOS Manual Changes.

    5. Methodology & Results SGRF Model (Prelim.) SGFR Model Methodology Analyzed AC/RC 0369 structure and all feeder MOSs (0311, 0331, etc.) 23,000+ lines OAG guidance lens Do not convert 0369s in mortar or AT sections Convert both AC/RC SGFR Model Results Informal, preliminary analysis complete. Formal request for analysis sent to M&RA on 13 June 2006. Preliminary results of Skill Grade Flow Rate (SGFR) Model showed that grades should be increased from E-4 and below to the SNCO ranks. The requirement of shifting structure grades was already resident within several USMC communities in general, the proposed 0313 Cradle-to-Grave MOS initiative was correlated on a micro-scale. As analysis develops, will inform OAG Lead on final results and recommendations.

    8. Topic: Resident LAR knowledge is not being maintained within the community. Discussion: The 0313 rank structure stops at the rank of Sergeant. Upon selection to SSgt, 0313s are re-designated as 0369s and are assigned throughout the infantry community. Marines are staffed by PMOS. LAR Plt Sgt & Co Gunnery Sergeants need a connecting file to past LAR experience which is marginally existent today. Current and future technology enhancements like the implementation of the Improved Thermal Sight System (ITSS) demonstrate that the skill sets of the LAR crewman are going through an evolutionary change that require amending our manpower paradigm. Vehicle maintenance, mounted and dismounted reconnaissance are unique skill set requirements that place non-0313 experienced SNCOs at a severe disadvantage This MOS has a solid progression of training and education. LAV Crewmans Course (E-1 to E-3), LAR Vehicle Commanders Course (E-4 to E-5), LAR Leaders Course (E-6 to E-7) in addition to specialized courses such as the U.S Armys Bradley Master Gunner course. After the various LAR schools stated above, the community is not recouping a return on investment and is experiencing MOS knowledge degradation. Ground Board 01-06 endorsed the recommendation to establish an 0313 cradle to grave MOS. Endstate: 0313 designation from Private to Master Gunnery Sergeant with zero overall structure change. 0313 Cradle to Grave
