  1. CCH / III Computerized Criminal History Interstate Identification Index

  2. A Continuing NCIC Audit Problem NCIC has noted CCH/III logging as a continuing problem area in their audits of the state. Due to this, operators as well as agencies have lost CCH/III access for failure to comply with state and federal requirements.

  3. REQUESTOR LAST NAME FIRST INITIAL MIDDLE INITIAL (IF KNOWN)

  4. REQUESTOR • Generic Titles Must Not Be Used • Chief, Sheriff, Prosecutor, Judge, Detective • Titles Must Not Precede Names • Sgt. Smith, Det. Jones, Sheriff Johnson • Unit Numbers, Badge Numbers, Car Numbers Must Not Be Used.

  5. REASON • This must indicate a specific type of investigation or case number relating to a specific case. • Assault Arrest, Narcotics Investigation, • case #02-100-02 • The words investigation, case arrest are not sufficient

  6. PERSON TO RECEIVE RECORD • Last Name, First Initial • Middle Initial (if known) • No Generic titles, ranks, unit/badge numbers, etc.

  7. REASON • A specific reason for the inquiry. • Theft investigation, DUI arrest, case number. • Must not use just investigation, case, arrest, etc.

  8. BCI&I CCH Logbook • DAY • TIME • OPRTR INITIALS • CASE/FILE/REASON • SUBJECT NAME AND BCI#/FBI#/SSN# • OFFICER NAME AND REQUESTING AGENCY • PUR CODE • RECEIVING OFFICER SIGNATURE

  9. CASE/FILE/REASON A specific reason for the inquiry; theft investigation narcotics arrest, case number, etc.

Multiple InquiriesOn The Same Name or Number • If you have your BCI hits wiped out by another message, such as the NCIC III response, and you run the name and or number again you must: • Log the name and/or number again, or • Note beside the name and/or number the number of times you re-ran the inquiry • 2X, X3, etc.

  11. RECEIVING OFFICER SIGNATURE The person that picks up the CCH/III printout is the person to sign for the printout.

  12. RECEIVING OFFICER SIGNATURE • If a dispatcher makes a CCH/III request to make a warrant entry and “pack the record,” he/she must sign for the CCH. • If Judge Jones requests a CCH and sends Bailiff Smith to pick it up, Bailiff Smith is the one to sign. • A NTA has several officers request CCH/III inquiries for their cases then they send one officer to the TA to pick them up, that officer must sign for all of them.

  13. The CCH/III Audit LEADS Auditors check your manual log against BCI&I printout and calculate a logging rate.

  14. The CCH/III Audit The LEADS Auditors also check the REQUESTOR field, REASON, Purpose Code usage, receiving signature, etc.

  15. Request Must Contain • Agency Name • Agency Address • Agency Phone Number • Agency ORI • TAC Name • Time Span

  16. Request for CCH/III Printout If your agency ORI ends in an alpha character and you have more than one ORI which accesses the CCH files, you will need to request each ORI separately.

  17. Request For CCH/III Printout Agencies whose ORIs end in a numeric character need only request a printout using the main ORI for the agency. The system will automatically provide a CCH printout for the other ORIs associated with your department.
