Activities of theRadiocommunication Sector Michel R. Giroux
Introduction • World Radiocommunication Conferences • Radiocommunication Assemblies • Radio Regulations Board • Radiocommunication Advisory Group • Space services • Terrestrial services • Study Groups activities • Publications • Seminars and Information meetings • Cooperation with the other Sectors
Mission “To ensure rational, equitable, efficient and economical use of the radio frequency spectrum by all radiocommunication services -- including those using the geostationary satellite orbit or other satellite orbits -- and to carry out studies and adopt Recommendations on radiocommunication matters”
World Radiocommunication Conferences (WRC) • Held every two to three years • Update the Radio Regulations • Spectrum Allocation • Notification procedures • Administrative and Operational Procedures • Adopt Resolutions
WRC-03 • Long agenda (Resolution 1156, Council 2000) • CPM preparations - Study groups and Special Committee • Regional preparations APT, Arab states, ATU, CEPT, CITEL, RCC • Information/preparatory meetings • BR support
WRC-03 • HFBC • Global/Regional harmonization of bands • Allocation issues • Regulatory issues • Amateur – amateur satellite • Maritime • HDSS, HAPS, Interactive wide band multimedia, IMT-2000
Radiocommunication Assemblies • Held in conjunction with a WRC • Approve ITU-R Recommendations • Adopt a work program for the ITU-R Study Groups • Adopt work procedures
Radio Regulations Board (RRB) • 12 Part-time Members • Four meetings/year in Geneva • Adopts Rules of Procedure to facilitate the application of the Radio Regulations • May deal with cases of harmful interference
Radiocommunication Advisory Group (RAG) • Provides advice to the Director • Meets once a year • Operational Plan • Reform process
Terrestrial Services • Regulatory and Technical Functions • Broadcasting • Fixed • Aeronautical & Maritime Mobile • Other services e.g. Meteorology, Amateur, Research, Astronomy, ISM, etc. • Up to 50,000 notices/year • TerRaSys
Terrestrial Services • Terrestrial Plans • AP25, AP26, AP27, ST61, GE75, RJ81, GE84, GE85M, GE85N, RJ88, GE89 • 4500 cases/year • HF Broadcasting (Art. 12)
Terrestrial Services • Administrative and Operational Procedures • International means of identification • Call sign series • Maritime identification digits • Blocks of selective call sign numbers • Service Documents • Ship stations, coast stations, radio determination, call signs, MARS, etc.
Terrestrial Services • MARS • Ship Stations database and Maritime Access and Retrieval System for use by Search and Rescue operations • Monitoring programs
Space Services • Regulatory and Technical Procedures • Advance publication (API) • Request for coordination • Notification • Space Plans • Major objective • Process these notices within the time limits specified in the Radio Regulations
Space Services • Current situation • Some 18 coordination requests / month • Unacceptable backlog (more than 500 networks i.e. approx. 1.8 years) • Few measures adopted by WRC-2000 or other meetings • Improvements in recent months owing to software automation and additional staff

Publications • BR International Frequency Information Circular (IFIC) • Space Radiocommunication Stations on CD-ROM • Radio Regulations / Rules of Procedure • Service documents • ITU-R Recommendations • Online subscriptions • CD-ROM • Paper • Handbooks
Seminars and Information meetings • World Seminar every two years in Geneva • Two or three Regional Seminars every other year • Regional Preparatory Meetings
