2. NS-07 EXERCISE OVERVIEW • WHAT: Full Scale Exercise (NS-07 FSX) • WHEN: 7 – 12 September 2007 • WHERE: Area of Baltimore Harbor & Anacostia River • WHO: Federal, State, Local, & Private Industry Partners (agencies/entities with a maritime security interest/nexus) • WHY: Joint exercise of the Baltimore Area Maritime Security Plan (which includes the NCR AMSP), the Baltimore Area Contingency Plan, & the Mass Rescue Operations Plan; testing the Awareness, Prevention, Response, and Recovery aspects of these plans, welcoming participation of all parties related to them.

NS-07 INFORMATION • Intent – in reference to a Transportation Security Incident: • Detect • Attempt to prevent • Respond • Recover • Response / Recovery simulation intent: • Security threat/incident in/on the water • Situation(s) requires mass rescue operation • Situation(s) involves threat/incident of HAZMAT release • Other agencies exercise within this framework: • Partners can exercise internal plans as desired • Separate play not needed if players participate w/in NS-07 control cell & evaluation framework

NS-07 START EXERCISE • Meeting with all exercise participants: • Planners • Controllers & Evaluators • Players & Actors • Observers • Purpose: • Introductions • Review expectations for exercise • Distribute materials • Review rules for play • Review safety • Answer all questions • Review intelligence reports leading up to exercise start • Give 1st scenario so everyone is starting on the same page

6. NS-07 SCENARIO FOR BALTIMORE • Maritime Security Level in the Port is raised due to intelligence reports. All facilities governed by the Maritime Transportation Security Act must increase their security levels and report completion to the Coast Guard. Coast Guard personnel must verify completion in person. • Cruise ship of 300+ passengers is leaving Baltimore Harbor when it has an engine room explosion. There is an engine room fire, some people have fallen or jumped overboard, and everyone needs to be rescued. The ship is lost steering and is drifting toward the base of a bridge. • Once the rescue starts, reports from passengers & a security breach on a terminal make law enforcement officials believe the explosion may be terrorism related. • A terminal receives a radiological alert from a container. • After passengers are rescued, securing the ship, follow up investigations, and salvage/recovery work is to be simulated during on-going incident command post play.

7. NS-07 SCENARIO FOR D.C. • Port of Baltimore is still at Marine Security Level 2. • D.C. maritime business owner reports suspicious activity by a private boat operator on the Anacostia River near an oil barge heading for an oil facility. • Oil barge is found to be leaking oil as it makes its approach to the oil facility pier. • Initial attempt by Navy personnel to get boom around the oil is unsuccessful. • Secondary attempt by the fire department to get boom around the oil is also unsuccessful. • Tertiary attempt by the oil spill recovery personnel successfully contains the oil. Recovery procedures are left for simulation during on-going incident command post play.

NS-07 LESSONS LEARNED • STRENGTHS: • Strong partner participation • Good public affairs info sharing • Appropriate threat assessments • Appropriate threat responses • Rapid/Efficient incident reporting • Sufficient resources for responses • Good transitions of command • Good intra-agency coordination • Good intra-agency cooperation • Good communications within functional areas • Good exercise facilitation • Good use of props and role players for realism • Excellent/Realistic scenarios, strong enough to challenge response/recovery efforts and unified/incident command teams • WEAKNESSES: • Common knowledge of electronic aides that can help • Lack of instruction given to joint information center personnel • Lack of on-scene command assumption at Baltimore event • Agency oil spill response times met requirements, but seemed slower than would be desired • Difficulty of establishing & maintaining MARSEC level 3 during incident response not accounted for or understood • Too many people allowed into incident command meetings to maximize incident management efficiency.
