Why did it take so long for America to know who had won? • Machinery would incorrectly read ballots due to partial hole punches • Florida’s vote was also so close that the Democratic Florida Supreme Court demanded a recount • The margin of Florida was 500 votes, as several thousand votes were unclear due to the “butterfly ballot” • Gore may have been able to win,if not for Nader, who attracted many of the environmentalist votes that would have otherwise gone to Gore

Gore • The Supreme Court ruled that the recounts were unconstitutional under the 14th amendment’s “equal rights” clause because of different treatment of ballots in Florida during recounts • This ruling reverted the recounts to what they were before • Bush won Florida as well as the presidential election

Role of Karl Rove Rove played a significant role in assisting Bush in winning both the governorship of Texas and presidency • Rove assisted Bush in fundraising money for his presidency • Together they raised $36.3 million for his campaign • Rove brought experts to tutor Bush on policy for both offices and introduced him to reporters

Karl Rove Cont. • In 1993, Bush ran for the governorship of Texas against Ann Richards and won on a platform concerning four issues: • Juvenile Justice • Tort Reform • Welfare Reform • Education • He won the governorship again in 1998 • Bush runs as a “compassionate conservative” and wins the 2000 election against Democratic candidate, Al Gore, on Dec. 12

Bush, making him the first African American Secretary of State He was one of the key leaders involved with: • Operation Desert Storm • Desert Shield • Military campaigns to protect Saudi Arabia • Military campaigns to liberate Kuwait from Iraqi control.

Condoleeza Rice • Rice served as head of Iraqi Stabilization Group, control terrorism, economic development and political affairs • On December 17, 2000 Rice becomes the first woman to serve as National Security Advisor, to President Bush • On January 26, 2005 Rice is confirmed as Secretary of state by a vote of 85 to 13 in the Senate, becoming the first African American woman to hold the position

  11. 2001 Bush Tax Cuts The government needed the extra tax revenue in the face of massive budget deficits. Dotcom Market Crash - lowered federal income tax rates - lowered capital gains taxes, - lowered the tax rate on dividend income, -eliminated the phaseout on personal exemptions for higher-income taxpayers -eliminated the phaseout on itemized deductions -eliminated the estate tax As the internet went viral, stocks were sold as IPO opened and went public, too many people were buying too many things in such a small amount of time. Goal: To stimulate economy from the crash. Outcome: 2001 Jobless Recession

  12. 2003 Bush Tax Cuts Raised dividend payouts Bolstered personal income and raised the prices of common stock Improved household balance sheets Goal: To make ~ 300,000 jobs, stimulating the economy Outcome: median household income raised, employment growth deficit ballooned

  13. 2004 Election • Bush’s second election • John Kerry, senator of Massachusetts was the Democratic candidate • Bush gained votes by exposing inconsistencies in Kerry’s war ethic as a Vietnam war hero who later turned against war that may relate to the Iraq war. • Increased voter turnout also affected the polls and gave Bush a 51% popular vote, although had Kerry won Ohio which was a close state, he would have won the election

August 23, 2005 - August 30, 2005 Hurricane Katrina Aftermath - Caused ~ $80 billion in damage. -Thousands of people homeless and with no supplies. - Bush slow to respond, damaged his legacy. -FEMA & Homeland Security took days to establish operations - Refinery capacity down , gas prices up (China’s growth)
