NCTC Terms of reference – coaching/coach education related • To consolidate and develop the National Coaching Development Programme (NCDP) • To extend the NCDP in the area of high performance coaching and to provide information to coaches on an on-going basis • To advise the Irish Sports Council in relation to the development of coaching and high performance sport • To conduct appropriate research in line with the objectives of the Centre

  4. Mission NCTC mission is to Broaden the base and expand the peak in Irish sport through the following: • Educate and support coaches • Provide services to players and athletes in the context of ISC policies • Provide technical advice to ISC in coaching and high performance

Benefits of a structured coaching and coach education • Participation rates in sports are improved • Sports performance is enhanced • Standards of coaching are improved • The profile of coaching is enhanced • More coaches are enticed into the system • Resource usage is maximised • Up-to-the-minute information is constantly available

National Coaching Development Programme: Record • NCTC and 56 NGBs – Cycle 1 1993-1998 • ISC, NCTC and NGBs – Cycle 2 – 1999-2004 • Over 39 sports running accredited courses • Over 600 (coach education) tutors have been trained • Over 30,000 coaches have been certified (mainly at Intro and Level 1) • NCDP Cycle 3 2006 – 2008: To be agreed

Challenges for NCDP 3 . . . • Develop more coaches at L2 and L3 • NGB capacity - personnel/tutors • Pathways – sport specific LTPAD/LISPA models • Revised/Full Coaching Ladder & Syllabus – coaching children, recreation, young talent , high performance • Local coaches – education & support in their work • High performance coaches – education & support in their work • Up-to-date information and resources at each level • Full coaching system development & alignment within ISC policy and programmes

Coaching policy, resources & research • DAST, ISC, NCTC, NGBs make clear statements on the importance of coaching / coach education to Irish sport • Commitmentby all to targets set in NCDP 3 • Provide a resource base to develop coaching/coach education in Ireland, in context of ISC/ SCNI; Governments policies; NGB policies • Research: Best international practice; coaching / coach education in Ireland

Capacity of NGBs in coaching / coach education • Professional/volunteer personnel & tutor support • Training for personnel in NCDP implementation • Financial packages of support for NCDP work • Specific targets for each year – Pathway and L1, L2, L3 (syllabus/course outline, courses, coaches) • NGB, NCTC and ISC management of work

  14. 3. NCDP Coach Education Ladder • Complete the revision of NCDP ladder, in line with LTPAD/LISPA and coaches in context of their work • Level 3 – full implementation in 2006 • Develop a Certificate in Coaching Children • Level 4 – define and prepare for implementation (2007/2008)

  15. 4. Local coach education/support • Local Sport Partnerships: Support running of courses for local coaches • CPDs, seminars, workshops and coach networks in clubs, schools and at LISPA phases

  16. 5. High Performance Coach Education / Support • Level 3 and Level 4 coach education • NGB performance plans and HP coach network/support (education, experience & mentoring) • Identify and development of talented coaches (apprenticeship, bursaries, scholarships)

Section 2: Proposed Work 2006 • NCDP Implementation Manual Stages • Consider: Needs of the sport, readiness (who), key actions (realistic), set specific targets for courses / coaches • NCDP stages (consider for development): • 1: Personnel, meetings, LTPAD/LISPA/ladder • 2: New tutors, new/revised coaching levels • 3: Pilot and review of course / materials • 4: Apply NCDP QA mechanism: coach certification / monitoring • 5: Coach / tutor support (including assimilation)

  24. Completion, agreement & submission • Budget: Cost, NGB input, ISC grant and total (refer to ‘NGB packages of support’) • Agree both sections - sign off by NGB & NCTC • Section 1: To be sent by NCTC to ISC as part of an overall TPR 2005 of all NGBs • Section 2: To be sent to ISC as part of the ISC grant application process
