How is it different? • IDIQ Contract • Indefinite delivery indefinite quantity • JOC is regulated by Washington State RCW 39.10.420 - .460 • $4,000,000/year for 2 years + 1 option year • $350,000 max per delivery order Pricing • Unit price book establishes price for projects • (Examples: RSMeans, Gordian, etc.) • Agreed line item proposal becomes a lump sum price • Relationship • Overall contract is performance based • Open communication • Transparency and trust

  4. What is JOC? How is it different? Subcontractor Participation • JOC contractor must subcontract at least 90% of the direct • construction work • Subcontractors price work normally to JOC contractor • Payment to subcontractors are expedited (prompt pay) • Goals for small business = 20% of contract amount • JOC contractor breaks down scope for subcontractors • to bid their specialty • Less red tape for subcontractors • Mentoring of subcontractors • Prevailing wage

Role of the General Contractor Scope Development • Works with agency to identify the scope (Joint Scoping) • Value Engineering / Constructability Reviews • Identify Risks to mitigate for all parties involved • Permitting requirements • Safety planning Quality and Safety • Onsite representation • Routine inspection • Subcontractor management • Schedule adherence • Safety inspections daily

How does a Subcontractor get involved? • OMWBE , King County SCS, SBA certifications • Signs up with the JOC contractor (prequalify) • Once signed up with the JOC contractor actively bid projects and solicit feedback • Attend outreach events, groups, and forums and most importantly be proactive!
