  2. Business Strategies • Focus with your clients and their vendors to get information sooner. • Time frame • Marine 24 hours prior to loading • Air 4 hours prior to arrival • Rail 2 hours prior to arrival • Highway 1 hour prior to arrival

  3. eManifest Business Rules • ATD (Advance Trade Data) all modes • begin July 2014 • Manufacturer mandatory except when exported from US or Mexico • Manufacturer –name, address of the last entitythat manufactured, assembled, produced orgrew or name & address in the last countryfrom which finished goods left.

  4. Business Rules • PARS • Transmission includes ATD information • Each PARS CCN will require the associated ATD • Different Vendors will require a separate CCN and ATD • Post Arrival • ATD to be send in advance • Release is post arrival (multiple CCN maybe applied in a RMD)

  5. Business Rules • ATD exceptions • Temporary importations (E29B) • Diplomatic and military goods • OICs • Canadian goods refused entry to the US having never left CBP control • Post Arrival ATD exceptions • Non-commercial goods • Goods Astray • Non-report

Business Requirements • To transmit ATD must be registered with CBSA (carriers, freight forwarders can send ATD if they have written authority from the importer) • Transmission of ATD by EDI or Portal (paper ATD will not be accepted) • SNP (Secondary Notify Party) must also register with CBSA to receive manifest forward and notices

  7. Brokers Need to Consider • Review how ATD eManifest will impact your service delivery • Suggest in addition to having EDI account with CBSA also have a portal account • Register to be SNP • Work with your clients to be able to get advance information as early as possible

  8. Deployment Time Frame • April 2013 • House Bill all modes begin • SNP on House Bill available for freight forwarder • Portal registration open to brokers & warehouse operators • July 2014 • House Bill mandatory • ATD implementation phase all modes begin • PARS expanded to include manufacturer • SNP available for all modes • July 2015 • ATD mandatory
