  2. Background • HHW Facility Located at Landfill II • Site of a Privately Operated MRF until Late 1990’s • SPSA Operated HHW Facility 2003-2010 • SPSA Restructured and Down Sized Operations

  3. Background City Took over HHW Operations in 2010 • Extended Additional Services to Citizens • Reduced Operational Costs

  4. Facility Planning • Completed Equipment Inventory • Developed Position Description • Supported Interview Process • Selected HHW Facility Manager

  5. Safety • Required Medical Physicals for Staff • Enrolled Staff in 40 Hour HAZWOPER Training • Completed Baseline/ Periodic Air Sampling • Enrolled HHW Staff in Section 608 CAA Training

  13. Packaging • PRMs, High/Low BTU Chemicals Bulked in 55 Gallon Drums • Acids and Bases – Over Packed with Vermiculite • Household Cleaners – Over Packed with Vermiculite • Oxidizers – Lab Packed with Vermiculite

  14. Toxic Materials • Pesticides and Herbicides (liquids & solids) • Fertilizers (toxic/oxidizer additives) • Over Packed in 55 Gallon Drums with Vermiculite • Mercury Switches • Packed in 5 Gallon Buckets with Vermiculite

Refrigerant • A/C Units and Refrigerators (R12, R134A, R22, R410A) • Purge and Trap Method of Recovery • One Cart per Refrigerant Type (avoid cross contamination) • Refrigerant Collected by Vendor for Recycling (American Refrigeration Service) • White Goods Recycled by Vendor (Sims Metal Management)

  16. Used Oil and Antifreeze • Stored in Aboveground Storage Tanks • Collected by Vendor for Recycling (FCC Environmental)

  20. Metals • Acceptance of Metals Began with Refrigerators, A/C Units, Grills (Propane Tanks), Radiators, Pumps, Electric Motors and Lawn Equipment • Refrigerant, Propane, Fuels and Lubricants Removed • Ferrous Metals are Scrapped

  21. Metals (continued) Began Separating Nonferrous Metals • A/C Units – Copper Tubing • Radiators - Copper, Brass and Aluminum • Pumps and Electric Motors - Copper • Copper Wire - #1 (thick) and #2 (thin)

  22. Metals (continued) Other Non Ferrous Metals Delivered to HHW Facility • Copper Piping • Brass Plumbing Fixtures • Brass Light Fixtures and Bed Frames • Brass Ornaments

  23. Metals (continued) Separate Outside Storage Bins Established for Metals • Aluminum • Stainless • Ferrous Metal • Gas Grills, Lawn Equipment, etc. Nonferrous Metals Placed in Separate Gaylords by Type and Shipped Separately (Sims Metal Management)

  24. Tires Accept Both those with and without Rims Installed Derimmer • Aluminum Wheels Recycled Separately from Metal Rims (Sims Metals) • Tires Recycled (SPSA) SPSA Uses Shredded Tires as Landfill Cover
