  1. ATIS OBF 2004 OBJECTIVES OBF Joint Session, February 10, 2004 Charlotte, NC Presented By: Chris Read, OBF Moderator Dean Grady, OBF Assistant Moderator

  2. ATIS OBF 2004 OBJECTIVES • The OBF 2004 Objectives are based on the recommendations developed by individual committees and submitted to the OBF leadership. • The OBF leadership determined that some of these 2004 committee objectives should be included under the broader 2004 OBF Objectives and these were incorporated as sub-bullets, as appropriate. • It was also agreed that an objective would not be carried forward once it is found to have become “standard operating procedure.” For example, working issues during interim calls has become commonplace.

  3. ATIS OBF 2004 OBJECTIVES • Increase opportunities for cross-committee communication and the need for cross-committee participation in key initiatives (e.g., Local Service Migration Taskforce). Schedule time within committee agendas to learn about new initiatives within the OBF and other committees under ATIS. • Expand inter-Forum communication by developing a process that would enable the exchange of information/new technologies with other Forums/Committees that are not considered ATIS committees.

  4. ATIS OBF 2004 OBJECTIVES • Identify and implement ways to raise the level of excitement and commitment of participants towards the success of the OBF. • Expand the current committee mentor process for new participants. • Dedicate time on agenda to discuss committee dynamics. • Schedule time during the General Session to mentor a new person one-on-one. • Make time on agenda, when practical and feasible, to foster an intra-committee team-building exercise. • Determine feasibility of Wi-Fi in all committees with Internet access, along with detailed instructions and training.

  5. ATIS OBF 2004 OBJECTIVES • Provide tools for OBF participants to communicate the value and successes of the OBF. Change level of support at companies, so participants get more support, increasing productivity on-site. • Provide ATIS marketing brochure and information on ATIS’ umbrella of committees to both the committee representative and a company Vice President (VP) at the participant’s home company. Each active OBF participant would provide ATIS with the appropriate VP contact information. ATIS may be able to provide a PDF brochure following each General Session that could be presented to executive management in order to communicate specific accomplishments and value to OBF funding companies.

  6. ATIS OBF 2004 OBJECTIVES • Facilitate effective issue discussions during meetings to retain focus, minimize tangential issues, and quickly resolve the business need identified. • Work to increase participation. OBF should include a cross-section of companies, both large and small, or the Issue Resolutions may not represent a consensus of the industry. • Have Co-Leader act as coach when a new person introduces an issue. • Put emphasis on the issue submission process and the importance of having the issue well-documented and being fully prepared to discuss. Suggest that controversial issues be “socialized” prior to submission. Incorporate this emphasis into “New Participant Orientation” ATIS training.

  7. ATIS OBF 2004 OBJECTIVES • Strive towards reducing the interval from issue acceptance to issue closure (Final Closure) and market the OBF’s successes with issue closure. Identify creative approaches to more quickly implement releases/standards. • For issues opened at OBF #85 and later: • 50% move to Final Closure before the 3rd General Session counting the General Session where the issue was accepted • 75% move to Final Closure before the 4th General Session counting the General Session where the issue was accepted • 100% move to Final Closure before the 7th General Session counting the General Session where the issue was accepted

  8. ATIS OBF 2004 OBJECTIVES • Strive towards reducing the interval from issue acceptance to issue closure (Final Closure) and market the OBF’s successes with issue closure. • For issues opened at OBF #84 (2003) and prior: • 50% move to Final Closure before OBF #87 • 75% move to Final Closure before OBF #88 • 100% move to Final Closure before OBF #89 (end of 2004)

  9. ATIS OBF 2004 OBJECTIVES • Develop and implement a more common sense approach to meetings, costs, and structure in order to balance OBF funding company resources and the ability to develop solutions to industry needs. • Provide full year OBF schedules for budgeting purposes. • Hotel negotiations should focus on reducing costs.

  10. ATIS OBF 2004 OBJECTIVES • Coach PCCs, Leaders, Administrators, and Participants to increase unity from merged OBF funding companies, thus ensuring that each OBF funding company has one voice (not one voice per business/system unit) in the OBF consensus process.

  11. ATIS OBF 2004 OBJECTIVES • Formalize leadership identification and succession processes in order to target and support new potential leadership. Develop written expectations and responsibilities for each position within the OBF.
