  1. 7th annual ASECAP Road Safety Conference ROAD SAFETY ACTIVITIES IN SLOVENIA Ulrich Zorin, M.Sc. DARS, d. d. MOTORWAY COMPANY OF THE REPUBLIC OF SLOVENIA OPERATING ROADS SAFELY MADRID, 25th March 2014

  2. DARS, d. d., currently manages a total of 607 km of motorways and expressways, including 43 tunnels with a total length of 37,417 m. 13.7% of the entire network is equipped with automatic detection systems 5 control centres 9 motorway maintenance bases

  3. Despite the expanding motorway network, the increasing traffic volume and the unfavourable weather conditions, we have managed to decrease the number of deaths!

  4. We have managed to decrease congestion, resulting in fewer collisions, buttraffic is growing.

  5. 43 tunnels with a total length of 37,417 m: THE NUMBER OF INCIDENTS AND ACCIDENTS IS DECREASING!

  6. Many accidents involving freight vehicles colliding with our maintenance staff. ¼ of pedestrian deaths (5) in Slovenia = on motorways!

  7. In the last 5 years, we have had several incidents where passenger vehicles crashed into tunnel niche walls (deaths): 2010: 3 2011: 1 2012: 4 2013: 1 2014: 2 Our assumptions: suicide, desperation, illness, etc. In February 2014, we installed shock absorbers in all tunnels. We hope this will solve the problem.

  8. 1st attempt 2nd attempt

  9. The last tunnel accident in 2014, where the driver survived a collision with one of the new shock absorbers.

  10. Our objective is to decrease the number of deaths to 9 by 2022. • A great deal depends on the users themselves: • fatigue, • drivers from Eastern European countries (non-compliant and overburdened vehicles), • elderly drivers – driving in the wrong direction, • drunk drivers, • speeding, • inadequate following distance.

  11. Measures to improve road safety • PREVENTIVE CAMPAIGNS ON • THE DANGER OF WALKING ON MOTORWAYS, • THE DANGERS FACED BY OUR ROAD MAINTENANCE STAFF AND • CAMPAIGNS ABOUT SPEED. • IN 2014, WE CONCLUDED A VERY SUCCESSFUL PREVENTIVE CAMPAIGN CALLED “SAVE A LIFE” – LANES ARE NOW CLEARED WITH INCREASING EFFICIENCY FOR EMERGENCY VEHICLES IN THE EVENT OF AN ACCIDENT TO ALLOW THE EMERGENCY RESPONDERS TO REACH THE INJURED.

  12. IN ACCORDANCE WITH THE DIRECTIVE, WE CONTINUE TO PERFORM SAFETY INSPECTIONS OF ROADS AND REVIEWS OF DESIGN DOCUMENTS FOR NEW SECTIONS • WE ARE COORDINATING TUNNEL DOCUMENTATION – IN ACCORDANCE WITH THE DIRECTIVE – SAFETY DOCUMENTS (DEADLINE: APRIL 2014) • WE ARE UPGRADING TUNNELS IN ACCORDANCE WITH THE DIRECTIVE (SIGNALLING EQUIPMENT, VENTILATION, FIRE EXTINGUISHING SYSTEMS, ETC.) • WE ARE UPGRADING THE ROADWAYS, CRASH BARRIERS AND SIGNALLING EQUIPMENT • WE ARE STUDYING NEW TECHNOLOGIES FOR THE PREVENTION OF DRIVING THE WRONG WAY • WE WILL CONDUCT MORE EXERCISES FOR RESCUE UNITS IN TUNNELS • WE WILL ESTABLISH A MAIN CONTROL CENTRE IN 2014 • WE ARE UPGRADING THE INFORMATION SYSTEM – DATEX II – TO ENABLE THE FASTER COMMUNICATION OF TRAFFIC INFORMATION TO USERS • WE ARE COOPERATING WITH THE TRAFFIC SAFETY AGENCY IN THE AREA OF PREVENTION • WE ARE COOPERATING WITH THE POLICE IN THE AREA OF SPEEDING (MOTORWAY RADARS) AND PLANNING TO ESTABLISH A SECTIONAL SPEED MEASUREMENT SYSTEM • WE ARE COOPERATING AND EXCHANGING EXPERIENCE WITH ASECAP MEMBERS

  13. IT IS HIGHLY BENEFICIAL FOR ASECAP MEMBERS TO SHARE TRAFFIC SAFETY PROJECT RESULTS AMONG THEMSELVES: • INCREASED BENEFITS, • SAME MEASURES, SAME RESULTS, • WE CAN SAVE MONEY AND DEVOTE MORE ATTENTION TO DEVELOPING CONCRETE SOLUTIONS, • WE CAN IMPROVE THE SOLUTIONS OF OTHER MEMBERS, • Etc.

  14. THANK YOU FOR YOUR ATTENTION Ulrich Zorin, M.Sc. DARS, d. d. Motorway Company of the Republic of Slovenia www.dars.si
