  3. Bilingual Authorization Basics • Built upon underlying teaching credential: Multiple Subject, Single Subject, or Education Specialist credential • If out of state or pre-2042, must have EL authorization

  4. Bilingual Authorization Basics • TPA is passed in 2042 program, not in bilingual authorization program.

  5. Bilingual Authorization Basics • Student teaching in language of authorization is not required. However Standard 6: Assessment of Candidate Language Competence must be met.

  6. Standard 6 The institution must verify, during the program or at its completion that the candidate has attained, in listening, speaking, reading and writing a language proficiency level that is equivalent to a passing score on the appropriate CSET:LOTE language examination. The program creates clear guidelines by which the candidate will be assessed.

  7. Bilingual Authorization Basics • Coursework toward bilingual authorization is NOT included in the Multiple or Single Subject unit cap

  8. Knowledge, Skills and Abilities • KSAs are the same for both program and exam.

  9. Program Options • Complete a program • Pass the three CSET:LOTE examinations • Do a combination of program and examination

  10. Pass 3 CSET LOTE Exams • Test IV: Bilingual Methodology • Test V: Culture • Test III: Language (listening, speaking, writing)

Working with BCLAD and CSET LOTE for Bilingual Authorization • Candidates who have previously passed one or more sections of the BCLAD examination will still be able to use those scores within the applicable period of score validity to meet requirements for the bilingual authorization. • The period of score validity for the BCLAD is seven years. • The period score validity for the CSET LOTE Is five years.

Can Combine BCLAD with CSET… • May combine to pass the three required bilingual subtests (Bilingual Methodology, Culture, and Language) • Example: A candidate for bilingual authorization who passed BCLAD subtest 5, Culture, during the final BCLAD examination in June 2007 who didn’t pass any of the other ones would need to pass CSET: LOTE subtests III (Language) and IV (Bilingual Methodology)

  14. The Program: Responding to the Standards • Tell clearly HOW the program will meet the standard • Make sure that the HOW is adequate to meet the standard * The program provides… * Candidates have opportunities to… * Candidates are required to demonstrate…

  15. Responding to the Standards • Evidence--Course syllabi clearly linked and referenced with the narrative response • Program provides—lecture, reading, guest speakers, etc. • Candidates do—class activities, assignments, fieldwork • Required to demonstrate—assessment

  16. Example • From Standard 1: The program shows candidates how to help learners to access the K-12 grade level content instruction and how to provide benchmarks of English Learners’ progress toward meeting standards as defined in the CA Curriculum Frameworks (2006).

  17. Example • From Standard 2 During the program, candidates are guided and coached on their performance in bilingual instruction using formative assessment processes.

  19. Example • Standard 4 or 5 Work with a colleague to determine the level of each sentence of the standard. Be ready to share what the standard is asking for and how a program might give examples of how they address each sentence.

  20. Review Process • Application process for peer review • Reviewers are trained at reading session • Reviewers look for • The HOW • Adequacy of the HOW (matched to standard) • Evidence in support of the HOW

  21. Review Process • At first read, reviewers make one of two decisions • Standard is Met • More information needed • CTC staff sends information to program contact for additional information or clarification

  22. Review Process • Revisions and/or additions sent back to reviewers electronically • Process continues until all standards are found to be Met • Program moved to COA agenda for approval • Upon approval, press release sent and posted to CTC website

  23. Review Process • One last step… Send in a CD or electronic copy of the approved document that incorporates all changes made throughout the process. This will be stored at the Commission. • Upon approval, program may begin at institution’s discretion

  24. Transition Timeline Jan., 2008—program standards approved Jan. 1, 2009—AB 1871 (Coto) in effect Feb. 2, 2009—reader applications due programs are under development at IHEs March 1, and ongoing—program submissions

  25. Transition Timeline • March 2009 and ongoing—COA approval of documents • Dec. 31, 2010 (or sooner)—last day to admit candidates to old programs. Once new program is approved, old programs transition to new • Dec. 31, 2011—all old programs are no longer approved

  26. Participation in Accreditation • As programs, you are required to * submit Biennial Reports in Years 1, 3, 5 includes data on candidates and completers (think about this as you design the program) * submit Program Assessment in Year 4

  27. Participation in Accreditation • Participate in the Site Visit • Make sure interviewees are on schedule • Have complete faculty vitae • Plus other appropriate evidence • Handbooks, course evaluations, etc.
