This document outlines the procedures and considerations for simultaneous resource audits in the Independent System Operator New England (ISON) regarding Demand Response (DR) and Energy Generation (EG) resources. It highlights requirements for audits, options for participants when a qualifying Real-Time Demand Response (RTDR) dispatch occurs prior to seasonal audits, and concerns about double-counting performance due to non-curtailment practices by customers. Clear criteria are proposed to avoid performance inflation and ensure accurate assessment during audits.

Simultaneous DR-EG Resource Audits ISONE DRWG – February 5, 2014
Straw-man Alternative • Simultaneous resource audits remain a requirement except when a qualifying RTDR dispatch occurs prior to the seasonal audit for a given seasonal performance period • In the case of a qualifying RTDR dispatch prior to the seasonal audit: • Participant may select the qualifying dispatch as an audit for the RTDR resource • If so, when the RTEG resource(s) with co-located asset(s) later requests audit, Participant may choose: • Perform simultaneous resource audit (as it works today) or Request audit of DR resource – ATT will automatically request corresponding EG resource • Audit RTEG resource with ONLY co-located RTDR assets Request audit of EG resource – ATT will assume only co-located RTDR assets dispatched • If second option chosen, a new audit record will be established for the co-located RTDR assets along with all of the RTEG assets. Issue for Consideration and Input • The ISO has raised a concern about how to avoid double-counting performance in the event Customers deliberately do not curtail load for their RTDR Asset in order to inflate the performance of their RTEG Asset • Are there objective criteria to: • Determine if this situation has occurred for a given audit? • If so, adjust/limit EG Asset performance accordingly?
