    2. 2 While YN(SW) has a small “notch” at LOS 8 and 13-16, it is not nearly as great as some ratings that lost a larger number of EPA during the drawdown. Over the years advancement opportunity has strong enough to allow most YNs to advance to E5 by LOS 14. A revision to the MILPERSMAN 1440-020 was approved Aug06 authorizing conversions at the E5 level with 6 or more years of service.

    4. 4 WHAT DO WE DO? Enlisted Community Managers (ECMs) are responsible for managing enlisted communities. ECMs are responsible for the “cradle-to-grave” monitoring and management of the health and welfare of their communities. Specific functions and responsibilities: Developing recruiting requirements (New Conversions) Establish “A” School requirements

Set advancement quotas Establish and monitor CONUS/OUTUS rotation Establish and monitor ENCORE reenlistment quotas Set SRB, SDAP and enlistment bonus levels Manage career progression, End strength, Retirements & HYT waivers Analyze impact of proposed policy changes on community

    7. 7 Community Health Manning: Inv/EPA rated 95.6% (Green).

    8. 8 Reenlistment Executions No Zone A requirements. Zone B over execution acceptable due to low inventory. Zone C under executing due to low inventory however, RE rate among remaining INV is high with a improving trend.

    10. 10 Accessions Accessions are by conversion only and currently able to select only the best candidates for conversion. From 1 Oct 2006 until 31 May 2007, received 57 conversion packages, approved 48 (84.2%).

    12. 12 Sea/Shore Manning Sea manning rated Red. At sea billets are filled at 87.4% of requirements. Shore requirements are rated Green manned at 100.6%. Detailer priority is to fill sea requirements; all newly converted E-5s will be assigned to large sea commands which will assist improving sea manning levels. Sea manning will also improve once sailors that have been approved to convert to NC are converted in the system to reflect under the NC manning numbers.

    15. 15 What Detailers Can Do Make Assignments within PRD window (-3/+4 months) Make Valid GUARD 2000 Commitments Billet permitting Coordinate Swaps Coordinate Spouse Collocations (1306/7 always required) Extend PRD (NAVPERS 1306/7 always required) Provide Career Counseling and Advice Approve Split Tours Nominate to Special Programs (Recruiting, Recruit Division Commander, Law Enforcement, Detailers, etc.)
