  2. What is a social network? • Any digital medium in which groups of people communicate with one another • Most popular are Facebook, Twitter, YouTube, Flickr, MySpace (becoming less popular) • Social networking has surpassed email as the most common online activity (Nielson 2009)

  4. {But first, this message from your lawyers} • Commissioners should be involved with county social media • Should your county develop a social media policy? Yes. • If you block or forbid social media, you can’t monitor it • If you frustrate employees, they may turn on you • Address using personal accounts for county purposes (blogging, etc) • Should/can personal social media activity affect work status? • Should you “arm-bend” others into getting involved? • Open meetings still applies, so commissioners, especially must be mindful about how much can be discussed and decided online Having said all that…

  5. Evolution TO Social Media When your courthouse was built, IT was your primary means of public discourse • You gave public notice by newspaper only • …then radio was added • …then TV • …then, possibly a website, emails

  6. Evolution TO Social Media Social media represents the first truly interactive advancement in media • In traditional media, YOU give public notice, hope someone “notices,” and hope they care enough to attend the forum. • In Social Media, the medium is the forum

  7. “Experts” believe Social Media will someday be the preferred method by which participants communicate with one another on the issues they care about, likecounty business.

  8. Are we there yet? “They say” the question is not IF the public will engage your county this way, but will you be there for them!

  9. Are we there yet? “They” may be right…some day soon Burleigh Emergency Management: 1000+ fans • ND Dept. of Emergency Services: 800+ fans • National Association of Counties: 1,800+ fans • Not impressed? Each of those fans is connected to 100s of friends (Avg 190)

Who is and is not on Social Media? www.pewinternet.org • As of May 2013, only 15% of Americans ages 18 and over do not use the internet or email • But 44% of offline adults have asked a friend or family member to look something up or complete a task on the internet for them! • 63% of adult cell owners use their phone to go online 21% do most of their online by phone

  11. This may take awhile… • Now is the time to prepare, test, “play” with it and be ready when it really picks up steam • Secure a name, “CountynameND” etc. • Add relevant content, calendars, etc • Build up a fan base • Work with local media to participate and to promote it to the public

  12. This may take awhile… • You don’t have to start with official business • Open a page related to your personal interest • Start a group related to family or an event • If you build (and promote) it, they will come • If it evolves into something else (it will), you will be ready

Social Media Uses for Counties • Open forums for discussion of important issues • Open invitation for citizens to bring up their issues/ideas • Emergency Services – alerts, etc • General Media alerts – “Breaking News” TWITTER! • Job announcements • Public health alerts/information/instructions • Personal political use – YOUR page for YOUR campaign (not the official county page, of course!) • Use your personal page? • Set up a campaign page?

Get the Most of Your Social Media • Photos • People (photos of people, mentions of people, etc.) • Be social – link to other pages • Be timely – link to relevant news items • Be open – ask for input • Be responsive – answer questions • Be fair – accept negative comments (if they are not offensive) • Be helpful – demonstrations videos, checklists… • PUSH to your website – link to minutes, department sites, etc.
