Shipperless & Unregistered site working group • Recommendations to address the Unregistered Sites • Collectively establish & execute activities to correct the current unregistered & shipperless datasets recorded • within the central systems; • Unregistered sites withShipper activity • Widened identification scope of MPRNs that have metering activity and monthly reports sent to Shippers. • Propose that MPRNs created over 12 months must be responded to. • Sites with a Shipper commitment to confirm will be monitored byCustomer team. • Orphaned sites will be processed through the end user letter process. • xoserve will continue to report at appropriate industry forums • Currently 8k (2.5 over 12 months old) • USNANA • Activities and sample work carried out to date have identified a number of process improvements to help resolve the • unregistered status of these sites. • Original data set 113k • Duplicates identified via reports to match exact addresses and • properties that have both an USNANA MPRN and a registered MPRN. 15k • Erroneous plot addresses 15k • Shipper billing – total USNANA dataset sent to all Shippers to • identify MPRNs on their billing systems 5k • End user letter trial 1k • Orphaned sites from the original unregistered pot 4k • Pre 1996 sites 2k • MPRNs less than 12 months old - analysis of the confirmations • during 2006 indicated that the average number of days taken to • confirm was 95. However over 1,000 sites across the largest seven • portfolios took over 12 months to confirm 27k • Outstanding for desk top cleanse 44k • PAF 20% • Non PAF 80% • I&C 10% • Domestic 90% • Desktop analysis commitment by xoserve to process the remaining 44k sites which will result in the following scenarios; • Erroneous sites set to DE • End user letters • PSA report leading to a confirmation • Vacant site • No gas • No response leading to a site visit • Current resource levels will complete this project work within 12 months. • As at 9th October xoserve are awaiting the results of the sample site visits each Network have agreed to carry out.

  3. Shipperless & Unregistered site working group The End User letter trial carried out in July and August 2007 took a relative sample of 1000 sites across the age profile of the USNANA data set. The extrapolated results indicate that 16% of sites should be confirmed as using gas. 19% are legitimately shipperless 29% are erroneous 36% may need a site visit to establish the status A plot address sample of 365 sites concentrated on plots created in 2003 and 2004 and allowed us to update 26% to the correct address.

Newly created MPRN matched correct tag but never confirmed. • xoserveto progress with relevant industry parties to improve communication and system flows. • Plot addresses • Not to create an MPRN with the same plot and similar matched postcode as likely duplicate to be mapped • UIP source via quotation systems • Publish all USNANA over 12 months to all Shippers. • Possible notice board or virtual notice board to identify sites to all Shippers (possible xonet posting) • New MPRN allocation process atmeter fix or some point nearer to the time when gas is to be consumed. • Long term strategy requiring sign on from all industry parties • Early notification of interest. • Introduce a Nomination stage for new domestic site process.

UIP sends MPRN creation Request to xoserve via Conquest EFT file xoserve investigate the MPRN creation request and either creates MPRN or Rejects Creation Request Shipperless & Unregistered site working group • Advantages • No MPRN created for cancelled new service jobs. • Less plot addresses created on S&M as postal address is available at the point of creation. • Only MPRN that has a corresponding live service will be on S&M. • Majority of MPRN’s can be linked to a shipper via meter fit job. • All created MPRN’s will have a live service and meter. • Disadvantages • The MPRN will not be available to Shippers when undertaking a meter fit.

The postal address will be availale at the point of MPRN creation. • Disadvantages • The MPRN will not be available to Shippers as early when undertaking a meter fit.
