Advance Construction • Initiate a project using non-federal funds while preserving eligibility for future Federal-aid funds. • Cash flow management tools that allow States to begin projects with their own funds and only later convert these projects to regular Federal-aid projects. • No present or future Federal funds are committed to the project at that time. • Financial plan and/or funding information for the FTIP and FSTIP, must show sufficient non-Federal revenues are available to provide 100 percent funding for the projects listed as "AC" in the FTIP and/or FSTIP

Advance Construction • AC project application may be approved "only if the project is included in the FSTIP • Convert the project to the regular Federal-aid funding provided Federal funds and obligation authority are made available . • Conversion can be accomplished as one action, or the project may be partially converted over time. • In the year of an AC project's "conversion," the amount of the project is considered as both a State revenue source and a Federal-aid debit. • Programming AC conversion may be done through Administrative Modification.

  4. Advance Construction AC project/project phase must be included in the FTIP and FSTIP at two different points in time: • as State or local funds prior to the initial authorization of the AC project and • prior to the authorization of the project/project phase to "convert" it from AC to a Federal-aid funded program

  5. Advantages • Improve project delivery • Prevent loss of federal funds • Increase use of OA and apportionments • Possible reduction in project cost. Current year vs. future year prices. Disadvantages • No guarantees of availability of future federal funds. • Requires commitment of non-federal funds • Not an option to some agencies that have no cash.
