Educator Effectiveness Rating Tool for Principals and Nonteaching Professionals, Pennsylvania

This document introduces Sections 19.2 and 19.3 to Chapter 19 of Title 22 of the Pennsylvania Code, outlining the rating tools for principal and nonteaching professional employee effectiveness. It serves as a framework for evaluation and summative processes, including rating forms and domains. Definitions, general provisions, professional observation practices, and measures of student performance are discussed, emphasizing the importance of providing feedback and data for improvement without imposing mandates on supervisory processes. LEAs are required to categorize positions of nonteaching professional employees based on certificates issued by the Department. The rating tool does not limit the authority of chief school administrators in personnel matters. Recordkeeping and alternative rating tools are also addressed.
