  4. Black meadow • 27 ha, situated 150 mfrom a central city square on a former brownfield,greenery and several pavilionsof the exhibition grounds. • The Puppet Theatre, the Moravian-Silesian National Theatre, Ostrava Castlestand close to the area. • Black Meadow is part of the developmentarea neighboring the national cultural monument of theextensive industrial complex known as the Lower Area ofVítkovice (European Cultural Heritage), and the area of thefuture downtown business and residential zone known as “Nová Karolina.”

  5. Cluster • The term cluster comes from the spheres of computertechnology (“a group of cooperating computers”) andeconomics (“designating an association ofcooperatingeconomic subjects”). A cultural cluster is defined as anarea of the city with a high concentration of cultural andsocial institutions. • In the past two decades, cultural clusters(“cultural quarters”) have become a dynamic concept in thedevelopment of a city’s cultural environment; in the UnitedStates and Great Britain it has become a defining idea of city development. • Physical proximity (the process of clustering) bringsa number of advantages to theurban model: a reductionin transaction costs, increased capital and informationcirculation, support for social solidarity, a simplified andmore intensive exchange of information, goods, andservices, personal contact, the emergence of a creativeenvironment, education, and an exchange of practicalknowledgeandexperience. • A cultural cluster mayproduce a fundamentalidentifyingelement for local inhabitants and strengthen regionalidentity. Beyond absolute value, it increases the symbolicvalue of a place: It becomes one of the dominant mediaimages and general conceptions of a city.

Examples of clusters • Museum clusters: MuseumsQuartier (Vienna), Museumsinsel (Berlin). • Cultural mix: Witte de Withstraat(WdW) in downtown Rotterdam is a dense network ofmuseums, galleries, and other cultural institutions, as wellas stores, restaurants, and cafés (it was once a neglectedcity area with a high incidence of crime and drug abuse).Westergasfabriek (WGF), a former gasworks west ofdowntown Amsterdam, has become the locus of hundredsof cultural institutions, festivals, ancompanies typical forthecreativeindustry. • ZecheZollvereinconcept cluster in Essen (a formermining complex, UNESCOmonument) highlights theelement of sustainability – Die Zollverein School of Management and Design.

  7. Cluster Black Meadow • In contrast to other European cultural clusters, BlackMeadow offers enrichment of another dimension. Itsvalue added can be found in its social, sociological, andecological aspects: The cluster is conceived as integralto the living space. • It synergisticallylocates residential buildings with schools of all types:preschool, elementary, and high school, connecting themto a green environment, a river, and to the buildings ofthe Exhibition Pavilion, Puppet Theatre, Concert Hall,and Municipal Gallery, among others. • Its moderatesize, cost of construction and reconstruction, and itsdemands (ecological, financial, and aesthetic) offer a newperspective. • Budget: 134. 000. 000 EUR • Humanizationofthe Ostravice River.

  10. „New Vítkovice“ Reactivation of the Lower Area of Vítkovice • 253 hectares, numerous industrial structures, extensivebrownfields (reclaimed), as well as functioning businesses. • Partof the area, comprising 47.3hectares, includes a nationalcultural landmark of industrialbuildings. In 2008, the industrialarea of Lower Vítkovicewas added to the EuropeanCultural Heritage monumentslist. • This technologicallyexceptional closed miningcluster integrated coal mining,coking, and the production ofelectrical energy and iron. Atthe same time, the complexbecame a distinctive verticalmorphological element onthe urban panorama, a “provincialbeacon” that serves asa distinctive feature of Ostrava’simage.

Lower Area of Vítkovice • The first phase of the reactivationof the Lower Area of Vítkoviceincludes the regeneration ofthe blast furnaces and cokingplant – using the existingbuildings (under historicalpreservation) for multi-functionalpurposes. The individual subprojectsin the areas of culture,education, and production haveturned the site into a new urbanspace, symbolizing a modernnexus of the region’s past,present, and future. • The main focus of futurenon-commercial uses ofthe national cultural landmarkwill be educational activities andexpanding the cultural uses andservices in the region with allthe attendant positive effects ofits existence.

  12. Lower Area of Vítkovice Three projects make up the firstphaseofreactivation: • 1. Functionalreconversionof the Energy Central intothe “Worldof Technology” interactive museum whileretainingitshistoricalequipment. • 2. Conversion of the formergas holder into a communityandconvention centre with a large-capacity, multi-function auditorium and restaurant. • 3. A tour route which will presentandexplainalltechnologicalprocesses. Thespatialproximityand integration of the productioncomplexisunique in Europe. • The appearance of the LowerArea site will be the result ofanarchitecturalcompetition, therequirementsofhistoricalpreservation, and the needs ofprivate owners for the commercial use oftheproperty.

VAT in the amount of 3,800,000 EUR will be continuously financed by the Associations’ own resources. • Term of project realization: 12/2008-12/2013 • Annual estimated operational costs: 216,000 EUR

The FACTORY, a cultural centre for the young generation • Ostrava candidacycatalysedtheyoungestgenerationtowardsan independent initiative to establishtheFactory, whichprovidestheconditionsfortheperceiving, reflecting on andcreatingart by youngpaopleandoffersspaceforexperimentation, movement, multimedia creation, progressiveness, participationandintegration. • Theiniciativegaineditsownspace in thebuildingoftheso-calledOldBathrooms (1800m2) withinthecomplexofthe Hlubina Mine nationalcultural monument. • OperationsoftheFactorybegan on 1. May 2010. • The Hlubina Mine is in a strategiclocation in closeproximity to theLower Area of Vítkovice andtheBlackMeadow Cluster.
