  5. WHY IS A HERITAGE MANAGEMENT PLAN NECESSARY? • This is a REQUIREMENT of the WORLD HERITAGE CONVENTION and its Operational Guidelines. • Under normal circumstances, the management plan should be operationalised by the time the Site is inscribed.
