  2. Post-2015 Development Agenda • Broader than the MDGs • Addresses equity and inequalities with an aim to “reach the unreachable” • Provides “an inclusive intergovernmental process to prepare a set of sustainable development goals” Sustainable Development Goals

  3. Processes related to the Post-2015 Development Agenda 1. SG-led process on the post-2015 development agenda • HLP meeting on MDG in 2010 requested the SG to make recommendations to advance the UN development agenda beyond 2015 (Res 65/1). • UN System Task Team has published in 2013 a report “Statistics and Indicators for the post-2015 Development Agenda” 2. Rio+20 Conference on Sustainable development and related activities • Rio+20 outcome document 1) recognized the need for broader measures of progress to complement GDP, and 2) requested to initiate a process to develop a set of sustainable development goals (SDGs) (RES 63/288). • UN Statistical Commission created a Friends of Chair group (FoC) in 2013 to work on the broader measure of progress. • Open Working Group on Sustainable Development Goals (OWG) was established in 2013 to prepare a proposal of sustainable development goals (SDGs) for consideration by the GA in 2014. The two processes are expected to converge into one development agenda

CRVS and Post-2015: Governance “Reliable and comprehensive civil registration systems are a basic component of good governance and are essential for the production of vital statistics.” “A focused programme of support to improve these statistics will be essential to strengthening basic statistics for post-2015 indicators.” (UNTT report on the post 2015 Development Agenda, Statistics and Indicators for the post-2015 Development Agenda, para xli) • Free and universal birth registration is featured as suggested target under the illustrative goal of ‘Good Governance and Effective Institutions’ (Goal 10) in the report of the High-level Panel on the Post-2015 Development Agenda.

CRVS and Post-2015: Better use of administrative records • Monitoring progress of the new development goals/targets: • Requires an enormous amount of data • Calls for major investments in current data systems • As a mid- to long-term investment, it is important to improve the existing official data sources such as administrative records, including civil registration, and make them sustainable data sources. • “Building the statistical capacities of national, subnational and local systems is key to ensuring that policymakers have the information they need to make good policy”. (Report of the High-level Panel on the Post-2015 Development Agenda)

CRVS and Post-2015: Modern Technology • The advent of modern technologies and improvements in data collection tools have offered unique opportunities to develop comprehensive and efficient CRVS systems. • It has been acknowledged that countries are actively pursuing applications of modern technologies for a variety of data collection mechanism, including census and civil registration of births and deaths. • Innovative approaches are underway in countries to integrate birth registration with health services and to use mobile phone technology for reporting births outside of health facilities. CRVS and Post-2015: Data revolution • “Data revolution” provides an ideal opportunity: • to place CRVS in the forefront of development of statistical systems, and accelerate its improvement. • to take advantage of new technology and improved connectivity to empower people with information available. • A true data revolution would draw on existing and new sources of data to fully integrate statistics into decision making, promote open access to, and use of data and ensure increased support for statistical systems.
