  2. Proposed Essential Requirements for Air Operations • Why? • Who? • How? • What?

  3. Proposed Essential Requirements for Air Operations • Why? • Transition JAA to EASA • EASA needing a legal basis being an EC Regulation • Essence of air operations to be covered in this regulation

  4. Proposed Essential Requirements for Air Operations • Core Group (CG) established on request of the EC by the JAAC. • Members:Georges Rebender (CJAA) • Dietrich Otto (CJAA) • Claude Probst (EC Coordinator) • Geneviève Molinier (DGAC France) • Jaap Meijer (IVW Netherlands) • Geoff Parker (UK CAA) • Asbjorn Saetherbakken (CAA Norway) • Wilfried Schulz (LBA) • Alex Fischer (AEA) • Bert Hillmann (ECA) • Who?

  5. Proposed Essential Requirements for Air Operations • How? Process definition and agreement

  13. Proposed Essential Requirements for Air Operations • B) Consolidated Hazard list basedon • Annex 6 ‘read back’ exercise • NAA experience • Future hazards list (FAST) • Generic aviation hazard analysis sponsored by Shell Aviation workshops • Note: • FCL/OPS fields are subject to a specific consistency process.

  14. Proposed Essential Requirements for Air Operations • C) Risk Mitigation • Issue: • - How to reflect adapted versus type of Operation (example; Annex 6 part 1 versus Annex 6 part 2). • Lessons learnt from Certification; enable to issue high safety standards without ‘knock-on’ effects. • Essential Requirements are the hook for the Implementing Rules to be adopted to the type of operation.

  15. Proposed Essential Requirements for Air Operations • D) CHALLENGES • - Scope of Regulation not defined ‘a priori’. • Essential Rules to be as specific as possible but as abstract as necessary for a basic regulation. • All concrete details to be covered under IR.

  16. Proposed Essential Requirements for Air Operations • What? • Proposal for the Operational aspects to Article 4 of Regulation (EC) 1592/2002 on ‘common rules in the field of civil aviation and establishing a European Aviation Safety Agency’. • Proposal for the contents of Article 7 of Regulation (EC) 1592/2002 in respect of Air Operations. • Proposal for a new Annex III covering the Essential Requirements of Air Operations.

  17. Proposed Essential Requirements for Air Operations As explanation and guidelines • Attachments • Glossary. • Articles 4 and 7 of Regulation (EC) 1592/2002 showing Core Group comments. • Hazard-Risk-Mitigation Analysis showing resulting Essential Requirements. • Consolidated Hazard List

  18. Proposed Essential Requirements for Air Operations • Annex III • General • Flight Operations • Performance • Instrument & Equipment, Communication & Nav. Equip. • Maintenance • Flight and cabin crew • Security
