  1. U.S. Navy Family Care PolicyOPNAVINST 1740.4C YN1(SS) Smith OPNAV N09B14H (703)693-4584

  2. Purpose • To assist servicemembers in developing workable Family Care Plans and establishing procedural requirements and outlining legal options.

  3. Background • The nature of naval service dictates that servicemembers must be ready to deploy throughout the world on short notice and be able to fully execute their military and professional duties. • Thorough planning benefits both the Navy and servicemember. Ensuring proper care reduces stress and strengthens a deployable asset for the command.

  4. Requirements • Servicemembers are responsible to ensure family members/dependants are cared for during deployments, reserve mobilizations, and temporary duty, as well as at all other times during which the servicemember is unavailable.

  5. A Family Care Plan is required if… • Single parent • Dual military couple • Assumption of legal responsibility for the sole care for an elderly, disabled, or chronically sick family member.

  6. A plan may also be required for… A family member who has limited command of the local language or is unable to drive or otherwise gain access to basic life-sustaining facilities (i.e. food, medical care). For example, servicemembers and their families who are assigned to an isolated location and family member has limited language or communication skills in the country of residence may require a Family Care Plan.

  7. Dual Military Couples Servicemembers who are part of a married dual military couple must each provide a Family Care Plan which is consistent with their spouse’s plan. Both servicemembers shall maintain a copy with their respective commands. In the event that a Family Care Plan is not or cannot be established, NAVPERSCOM will determine which servicemember may be separated based on the needs of the Navy.

  8. Military mothers of newborns (or adopted) shall be deferred from travel away from the home station for 4 months following the delivery (adoption). This provision is to assist the servicemember in developing a Family Care Plan and to establish a pattern of childcare.

  9. Action • Servicemembers who meet this criteria should submit a new or updated FCP to the CO within 60 days (90 for reservists) of the following: • Upon birth, adoption, or obtaining legal guardianship of elderly/disabled family member • Upon change of previous caregiver • Upon reporting to new duty station • Family Care Plans should be updated annually as well as your page 2.

  10. On the YN1 exam: • PO John Smith and PO Jane Smith are married and have a young child. Who is required to have a Family Care Plan?

  11. On the YN1 exam: • SN Jones just returned from maternity leave. When can she be sent TAD from her command following the birth of her child?
