Communications Roadmap Assumptions • NAS must transition from dedicated “nailed up” sector-based and independent facility operations to networked facilities and area based operations • FTI becomes primary Voice/Data transport system • Next Generation Voice Switch is required to meet consolidation/collocation, Business Continuity Plan, Sector Load balancing/Load Sharing, and 4D Trajectory concepts (resource mapped to flows) • All flight safety critical A/G data communications are over VHF based systems • Advisory communications (e.g. Weather, NAS Status, NOTAMS) can be supported by commercial communications services through “airborne SWIM” services • Initial Implementation linked to NextGen Network Enabled Weather (NNEW) capability • Infrastructure evolution is driven by • Transition strategies start in higher altitude airspaces migrating toward lower altitudes • Implementation starts in large facilities migrating to small facilities • Expectation for reduction in number of facilities – (staffed and unstaffed) • Infrastructure and people “dedicated to specific airspace” changing to “quickly and easily adapted to airspace as needed” • Expectation for very low growth in number of operational sectors (“airspace growth”) through the mid term, limiting demand on dedicated resources

Segment 1 Program Overview • Nine Segment 1 capabilities were derived from Communities of Interest: • Aeronautical Information Management (AIM) • Flight & Flow Management (F&FM) • Weather • SWIM will not implement a separate infrastructure for Segment 1 • SWIM will leverage existing infrastructures, processes, resources, and logistics chains that are part of the program offices “touched” by the 9 SWIM capabilities • SWIM Governance to ensure use of common protocols and interfaces, assisted by use of commercial software for some Core Services
