  6. The importance of an Accurate Passenger count • The pupil count is integral part of the formula for allotting transportation funds. Therefore, It is imperative that information provided be accurate. • It will have a direct bearing on your budget rating, which is used to determine state transportation funding. • It is one of three major input criteria that compare you with every other school district in the state. • We require signatures on the TD-2 forms to signify that appropriate measures have been taken to ensure the accuracy of the data.

  7. Accurate Student Count • State funding for each LEA is based on how well or efficient you provide the transportation services you do. • There are three major factors by which we measure this. • Number of buses operated; • Cost of operation, and • Number of student transported.

  8. AN ACCURATE STUDENT COUNT • Only actual riders are to be counted. • Students assigned to buses but do not ride cannot be included. • Drivers will count totals for the AM and PM trip and the larger of the two will be used for the count. • The count will be conducted for five consecutive days.

  10. Completing the Count • Regular Runs (TD2-Regular) • Extra Runs (TD-Extra) • Non-Mirrored Runs • Bus Summary (TD2- Bus Summary) • Unit Summary (TD2-Unit) Note: City units should provide separate count.

  11. Definition of Terms • 1. Regular School Bus ‑ Those buses that are used to transport “regular” students plus those exceptional children that do not require other special transportation. • 2. Exceptional Children (E.C.) Bus ‑ Those "special needs" buses that are used primarily for transporting exceptional children. • 3.Regular Student ‑ All K‑12 students that are transported on regular school buses or by contract (i.e., municipal bus or isolated student). • 4.Exceptional Children ‑ All K‑12 "special needs" students that are transported on special needs buses or by contract (i.e., taxi, parent.) • 5.Bus Route ‑ The total activity a bus operates daily. The bus route is comprised of one or more bus runs (regular or extra).

  12. Definition of Terms • 6.Regular Bus Run ‑ All bus runs that basically get the students from home‑to‑school and from school‑to‑home. A bus run constitutes transporting students from one location to another until the bus is empty. If the bus does not completely unload and continues to another location, this is a continuation of the same bus run. A new bus run would begin once the bus is empty of passengers and more students begin boarding. • 7. Extra Bus Run ‑ All bus runs, other than regular runs, such as mid‑day transportation from a school to a vocational center. • 8.Students Transported ‑ Students physically present (individuals by name) on a bus run. The same student should not be counted more than once in the morning and once in the afternoon for "regular bus runs". However, if the student is transported midday or other than on regular runs, the student would be counted under "extra bus runs". The numbers are documented on the School Bus Passenger Report (TD‑2).

  14. Principals/Supervisors/Directors General Instructions A. Regular Runs (TD2‑Regular) 1. Provide each driver with a form with the following information completed: Bus number Driver name Type of students transported (regular or special needs) school of final destination. • Exclude all shuttle runs for the bus (i.e., if first run for the driver drops students at an intermediate point (not the final destination) then cross through “first run” so driver will not count students.)

  15. Principals/Supervisors/Directors General Instructions • EXPLAIN THE INSTRUCTIONS ON THE FORM TO THE DRIVERS. • After drivers have counted students, check their figures for accuracy by calculating a five-day average (to nearest tenth). • Sign the form and give to unit coordinator.

  16. Principals/Supervisors/Directors General Instructions • Extra Runs (TD2‑Extra) • Provide only those drivers who have extra bus runs (other than to‑and‑from school) this form. Provide the applicable information to the driver as on form TD2 Regular. • 2. Complete rest of form as you would on TD2‑Regular.

  17. Principals/Supervisors/Directors General Instructions • Bus Summary (TD2‑Bus Sum) 1. Bring data forward from TD2‑Regular and TD2‑Extra by bus number. 2. Summarize the buses on this page in sections A and B. 3. Sign the form and give to unit coordinator. D. Unit Summary (TD2‑Unit) 1. Collect all TD2‑Bus Summaries and provide unit totals as designated on he form. (Note: City units must be separated from the county). 2. Of the total students transported, indicate the number of pre‑K students. 3. Sign the form..
