  1. Indiana Alcohol Forum “Thinking Outside the Bottle” Criminal Justice -- Due to limitations within the Criminal Justice System, too many drunk drivers still occupy our roads.

  2. Three broad areas of concern • Criminal Justice • Education • Prevention and Treatment

  3. Description of the Problem: • Ingrained cultural issue in mobile society • Everybody drinks (Empathy with offender) • DUI vs DUID plus addiction issues • Inadequate statewide communication • No fluency with data

  4. Description of the Problem: • Ignorance of the drinker, more public awareness/prevention • Addressing repeat offenders more forcefully • Legislation/Legislators • FUNDING!!!!! • Logistical issues

  5. Scope of Problem: • Unsure of scope due to lack of data. • Overall acceptance of alcohol in other areas. • A room full of alcohol advocates can not agree. • Lack oif outrage.

  6. Consequences of the Problem: • Increased health care costs • Loss of productivity • Loss of work • Increased costs to consumer • Cost of overall support of legal system • Auto insurance

  7. Consequences of the Problem: • Increased number of criminal acts • Breakdown of family • increased problems • broken homes • modeled behavior

  8. Alternative Solutions (Pros & Cons) • Start with youth. Begin building stronger personalities. Early intervention results in later prevention. • Involve family with treatment • Possibility of Forfeiture • Vehicle • License

  9. Alternative Solutions (Pros & Cons) • Push for consistency in enforcement, prosecution and adjudication (punishment) • Raise taxes on alcohol. (A user fee) • More comprehensive license and criminal information databases. • Require treatment with probationary licenses.

  10. Alternative Solutions (Pros & Cons) • Develop a grassroots effort in support of organizations like MADD • Encourage beverage companies to get involved

  11. Who, What, When, Where & How: Television PSAs Statewide umbrella organization to deal with issues presented here. Develop an overall diversion plan. • Each county is responsible for this, involvement in this may be a start. • Use of suggestions here to use as a base guide.

  12. Who, What, When, Where & How: • Utilize media contacts to develop a more consistent message. • Increase law enforcement efforts dealing with DUI issues, including sobriety checkpoints.
