Medicaid is the Primary Payer for Long-Term Care Services Total in 2011 = $357 billion NOTE: Total LTC expenditures include spending on residential care facilities, nursing homes, home health services, and home and community-based waiver services. LTC expenditures also include spending on ambulance providers. All home and community-based waiver services are attributed to Medicaid.
