IFCA BACKGROUND Since 2003, ODF has been administering the IFCA in cooperation with other PNWCG member agencies to coordinate wildland fire resources to provide the most cost effective and efficient deployment of those resources, meeting the objectives of the National Response Plan. Awarded IFCAs are ranked by Best Value order regionally. This method provides incentives to awarded contractors for high quality performance to retain/ improve their Best Value rating for sequential agreements. All crew personnel must be qualified and their training records maintained in accordance with the National Wildfire Coordinating Group (NWCG) Wildland Fire Qualification Standards PMS 310-1. All supervisory positions on a crew must have successfully passed a formal language skills assessment demonstrating fluent verbal and written communication in English as well as any language used by the crew’s squad members (FFT2). IFCA crew composition requires that at least 40% of crew members must have one season or more of experience, ensuring a combination of crew members to equal an adequate level of overall experience.

ODF/Protection Contract Services Unit • Provides the development, procurement, and administration functions of the IFCA. • Participates in interagency collaboration with user agencies and other partners in the development of agreement concepts, language and administration guidance. • Provides IFCA compliance monitoring, enforcement and subsequent billing for user agencies. • Funded in part by user agencies.

  6. 2017 IFCA Award Agreement Awarded June 2017: 59 - Companies 235 - Total Crews 102 - Designated Dispatch Locations (DDL) IFCA may be renewed up to three 1-year extensions each spring (thru 2020). THE 2ND EXTENSION WILL BE IN EFFECT May 01, 2019.

  7. 2018 Fire Season - IFCA Crews Number of Crews Deployed: 219 Number of Incidents Crews were deployed on: 208 Number of Preparedness Assignments: 24 Number of Deployments (includes reassignments) 1205 1-14 day assignments - 1079 (approx.) Extended assignments - 126 (approx.) Total Number of Crew Days: 10,934 TOTAL COST: $15,643,492 (10,934 X 44.71 (avg) X 20 (P) X 16 (hrs) During the region’s fire season, crews were deployed to incidents managed by the following agencies: USFS, BLM, BIA, NPS, ODF, USFS, WDNR, WSFM, States of CA, CO, ID, MT, NV, SD, UT, and wy.

IFCA – 2018 Pack Tests 713 tests scheduled 687tests conducted in 6 states – OR, WA, CA, MT, ID, NC9,542 Participants passed 376 failed so far in 2019 approximately 36 pack tests have been conducted. these early events help prepare contractors to be available and mission ready for early season deployments throughout the country.
