  2. MISSION DHCD’s mission is to create and preserve opportunities for affordablehousing and economicdevelopment and to revitalizeunderservedcommunities in the District of Columbia. DHCD BUDGET UNDER THE MAYOR’S FY 2014 PROPOSED BUDGET

(1) Preserving and increasing the supply of quality affordable housing; (2) Increasing homeownership opportunities; and (3) Revitalizing neighborhoods by promoting community development and providing economic opportunities.   5. DHCD’s budget is comprised of several revenue sources: Local Funds, Special Purpose Revenue, Federal Entitlement Grants, Intra-District Funds, and. Approximately 24.3% of DHCD’s budget is from Federal entitlement grants, and 63.3% is from Intra-District sources, which includes the Housing Production Trust Fund. DHCD’s proposed budget request will be used to support seven (7) program areas and agency management: Table 2:  FY 2014 Budget Request Overview by Program/Division • (millions) Use of Proposed Budget These programs comprise 88.4% of the budget. SPRING 2013 RFP Notice of Funding Availability (NOFA) for funding under the Community Development Block Grant (CDBG) program: Home Investment Partnership (HOME) program, Housing Production Trust Fund (HPTF) program, 9% Low Income Housing Tax Credits (LIHTC) program, Housing Opportunities for Persons with AIDS (HOPWA) Department of Mental Health (DMH) funds administered by DHCD, District of Columbia Housing Authority’s Local Rent Supplement Program (LRSP), Housing Choice Voucher Program (HCVP) and Annual Contributions Contract (ACC) Program, and Department of Human Services (DHS) supportive services funds for permanent supportive housing.  DHCD BUDGET UNDER THE MAYOR’S FY 2014 PROPOSED BUDGET

SPRING 2013 RFP The District is interested in financing projects that focus on the following categories: elderly housing; special needs housing; housing for chronically homeless individuals and families in mixed-income buildings with supportive services; preservation of housing affected by expiring federal subsidies; new/substantial rehabilitation of housing (5 or more units); homeownership; new construction and preservation of affordable housing units; permanent supportive housing units for the exclusive use of DCHA, DMH and DHS consumers and community facilities to serve low to moderate income persons. SPRING 2013 RFP • The District will provide funding to community based non-profit organizations to provide counseling services and training for homeownership, home preservation, tenants, and tenant groups.  • These services will support several DHCD housing programs and initiatives, including, but not limited to: • Home Purchase Assistance Program (HPAP) • Single Family Residential Rehabilitation (SFRRP) • Lead Safe Washington (LSW) • Affordable Dwelling Units (ADU’s) • Inclusionary Zoning (IZ) • Small Business Assistance Program • Facade Improvement Program DHCD BUDGET UNDER THE MAYOR’S FY 2014 PROPOSED BUDGET

SPRING 2013 RFP All competitive Request for Proposals (RFPs) and Applications (RFAs) were released on April 2, 2013.  The RFP and RFA packages, including all application materials and the reference guidebook, are available in CD format and can be obtained at DHCD, 1800 Martin Luther King Jr. Avenue, S.E., Washington, D.C.  20020, 1st floor reception desk daily from 8:15 am until 4:45 pm. Completed applications must be delivered on or before 4:00 pm, Eastern Time, May 31, 2013, to DHCD, 1800 Martin Luther King Jr. Avenue, S.E.,  1st floor reception desk, Washington, D.C., 20020. SPRING 2013 RFP • Request for Applications to Administer Home Purchase Assistance Program • Department of Housing and Community Development (DHCD), released grant funding for a non-profit organization to administer the following District of Columbia Homebuyer Assistance Programs: • Home Purchase Assistance Program (HPAP); • Employer-Assisted Program (EAHP); • Home Purchase Rehabilitation Pilot Program; • Negotiated Employee Assistance Home Purchase Program (NEAHP); and the • Home Purchase Assistance Step-Up Program.   12. SPRING 2013 RFA The RFA was made available on Monday, April 1, 2013, at DHCD, 1800 Martin Luther King, Jr., Avenue, SE, Washington, DC 20020, Third Floor Reception Desk. The RFA also will be available from the DHCD website, located at www.dhcd.dc.gov, on or about April 1, 2013. For additional information about this opportunity, please contact Janice Blassingame of DHCD’s Residential and Community Services Division, at (202) 442-7295.   13. 5TH Annual DC Housing Expo June 1, 2013 – Washington Convention Center The DC Department of Housing and Community Development, in partnership with the Greater Washington Urban League, will celebrate National Homeownership Month by hosting the 5th Annual DC Housing Expo “Welcome Home.”  The expo will be held on Saturday, June 1, 2013, at the Walter E. Washington Convention Center.  The Expo will provide resources for all residents of the District, including information for renters, homeowners, potential homeowners, landlords and residents facing foreclosure.   14. 5TH Annual DC Housing Expo • June 1, 2013 – Washington Convention Center • House Lottery - The Department will host two lotteries at this year’s housing expo. Families of two or more must be pre-approved by one of our participating Community Based Organizations. Applications must be received by April 30, 2013. You must be present to win. The first option to purchase will be awarded by lottery, to a purchaser whose annual income is at 50% or below the Area Median Income.  The applicant must qualify and secure a mortgage for 50% of the homes appraised value ($141,000). A second property will be awarded by lottery to a purchaser whose annual income is between 51-80% of the Area Median Income.  The applicant must qualify and secure a mortgage for 50% of the homes appraised value ($190,000).
